MINUTES OF ANCASTER PARISH COUNCIL MEETING HELD ON 21 JULY 2026 AT 7.30PM IN THE PARISH HALL.

 

Present. Cllr Sayer (Chair)

Cllrs Rock, Palmer, Hollick, Barker, Ferguson, Clarke,

Fleming and Dr Entwistle.

In Attendance. Denise Gascoyne Parish Clerk

 

Public Forum.

No parishioners present. However, Cllr Palmer did enquire about the missing bench outside the cemetery. This was not on our asset list, but enquiries would be made.

A parishioner had contacted the Clerk about a sheet littering Ermine Street; the Community Cleaner would be asked to put it in a bin.

 

The meeting began at 7.35pm

 

1.Chair’s Welcome.  The Chair Cllr Sayer welcomed everyone to the meeting.

 

2.Apologies for Absence.

Apologies for absence with valid reasons had been received from Cllrs Pearsey and Leighton. It was proposed, seconded and

Resolved to accept apologies with valid reasons from Cllrs Pearsey and Leighton.

 

3.Declarations of Interest. There were none.

 

4.To approve and accept as a true record the notes of the Parish Council meeting held on 17 June 2026. It was proposed, seconded and

5.Report from County Cllr Martin, District Cllrs Stokes, and Stephens.

Unfortunately, County Cllr Martin, District Cllrs Stokes and Stephens were unable to attend the meeting.

However, in an email County Cllr Martin reported that LCC Highways had put West Willoughby new speed limit signs at the top of the work  list. The provider had had some issues, so it was estimated the new 40mph limit would hopefully be installed in September.

 

County Cllr Martin said it would be good to have a thorough overview from LCC Highways re Wilsford Lane. It was hoped to have a discussion on site. County Cllr Martin would report back.

 

6.Chair Update.

a. Nothing further had been received from SKDC regarding potential illegal waste site of Water Lane. This will be kept on the agenda.

 

7.Planning.

a. 26/0933 Application for outline permission with all matters reserved for access, for the erection of three self-build dwellings 2 Heath Lane Corner Sudbrook. It was proposed, seconded and

b. S26/1086 Planning Application to reduce a Walnut Tree -  Cottage, Ancaster House. It was proposed, seconded and

c. PL/0058 Retrospective application to retain a self-contained welfare unit and storage container Castle Quarry Sleaford Road Ancaster. It was proposed, seconded and

8.Highways/Policing/Speed Watch.

a. The Chair said that The Footpaths Officer had said the improvement to the Public Footpath No.1 Church Lane will commence within the next 2 to 3 weeks.

 

9.Parish Clerk Update.

a. The Clerk reported that videos were due out this week to enable Cllrs to  set up the Govt.UK emails.

 

b. The Clerk had contacted ‘Staying Alive’ at LCC on 23rd June, regarding grants for Solar Speed Signs. To date no reply had been received. The Clerk would chase.

 

c. The Clerk confirmed that the company that installed the bus shelters on Ermine Street have now gone out of business. The Bus Shelter Grant Form was nearly impossible to fill in as we could not give them the information they require. It was noted that around the country new bus shelters were being installed with digital displays for bus times. It was proposed, seconded and

Resolved to wait and see if this was likely to happen in Lincolnshire.

 

d. An Emergency Planning meeting needed to be arranged. It was proposed, seconded and

Resolved the Clerk to try to arrange one for September.

 

10.Correspondence.

a. LALC e-news – circulated to all Cllrs.

b. Lincolnshire & Northamptonshire Environment Agency Monthly Update – circulated to all Cllrs.

c. Age-Friendly Town and Parish Councils – circulated to all Cllrs. Cllr Palmer asked if the Parish Council were going to get involved in this as there is nothing in the parish for people to do. He suggested computer courses. The Chair said that the library in Grantham held ‘Computer Passport’ classes. It was proposed, seconded and

Resolved that the Clerk investigate possibilities for the parishioners.

h. Local Government Reorganisation briefing Tuesday 28 July 7.00pm. Council Chamber SKDC St Peters Hill Grantham. Cllrs Hollick and Fleming would attend.

 

11.Cemetery/Newton Meadow/Orchard.

a. Woodland Trust were supplying a minimum of five orchard trees free of charge. After a brief discussion, it was proposed, seconded and

Resolved to consult with Andrew Newton and order trees.

 

b. Cllr Ferguson reported that a couple of the plot markers were loose. The had been placed on the bench. The new watering cans have been moved over to the water container as the water butts are empty.

 

12.Grass Cutting/Grounds Maintenance.  Nothing to report.

 

13.Parish Hall.

a.  The order for the Fire Alarm System had been placed with Comprehensive Fire and Security Systems Limited. They require a 50% deposit. It was proposed, seconded and

Resolved to pay 50% deposit amounting to £4134.00.

 

b. Before the fire alarm could be installed an estimate had been received for an asbestos survey. This was for a targeted survey to facilitate install of the new fire alarm. After a brief discussion it was proposed, seconded and

Resolved to ask The Aztech Group to complete a full asbestos survey of the parish hall.

 

c. Cllr Dr Entwistle had requested we discuss the prospect of reinstalling wi-fi at the parish hall. After a brief discussion it was proposed, seconded and

Resolved to contact Quick Line and ask if they would be interested in supporting the Parish Council.

                                                                                                               

14.Report from Cllrs.

a. Cllr Hollick had received a request from the school as to when an Emergency Planning Meeting would be held. It was proposed, seconded and

Resolved that the Clerk contact Wilsford parish council and Ancaster parish council working group, to arrange a date in September.

                                                                                                               

15.Playing Field.

a. The Playing Field Committee still had S106 monies outstanding, but at present no proper plans were in place for providing new play equipment. The play equipment at Woodies was well used, and it was proposed, seconded and

a. The Bank Reconciliations, Bank Transfers and Cashbook to 30 June 2026 had been circulated to all Cllrs. It was proposed, seconded and

b. The Approval List for Staff BACS Payments had been circulated to all Cllrs. It was proposed, seconded and
