MINUTES OF ANCASTER PARISH COUNCIL MEETING HELD ON MONDAY 19 FEBRUARY 2024 AT 7.30PM IN THE PARISH HALL ANNEXE.
Present: Cllr Sayer(Chair) Cllr Leighton(Vice-Chair)
Cllrs Hollick, Barker, Rock, Pearsey, Fleming, Clarke and
Ferguson.
In Attendance: County Cllr Martin, District Cllr Stoke, 6 parishioners, and Denise Gascoyne Parish Clerk
Public Forum:
Parishioners attended re the flooding on Water Lane. It was confirmed that a Section 19 had been initiated by County Cllr Martin, who would try to escalate this, and said there was around 700 Section 19s in progress. Heavy rains had resulted in further flooding in the gardens. He said Highways were prioritising flooding and parishioners could contact him direct.
Residents of the former Scott’s Bungalow attended the meeting. They were still waiting for their planning permission. The Chair suggested they contact the officer dealing with the application for an update. The parish council had no objections to this application.
Steve Whitford from Tidy Gardens & Grounds introduced himself to the parish council. He had been awarded the contract for all the grass cutting in the parish. He would work closely with Andrew Newton, who would continue to oversee the grass cutting.
The meeting began at 8.00pm

2. Apologies for absence:
The Clerk confirmed that apologies for absence with valid reasons had been received from Dr J Entwistle and Cllr Lovett. It was proposed, seconded and

3. Declaration of Interest:

5. Report from County Councillor/District Councillor:
County Cllr Martin said there may be a glimmer of hope for the speed limit in West Willoughby to be changed to 40mph. The criteria had changed but it was unlikely that we would be remeasured until next year. Cllr Pearsey said the village had enough points for this to be considered again.
A consultation will be taking place re the parking outside the school. Cllrs looked at the proposed changes and supported the proposal, The Chair asked if a 20mph zone could be implemented outside the school, as is the case in most schools in the area.
Cllrs were disappointed with the amount of silver recycling bins with tags on that were left unemptied in the parish this morning. All bins had been checked and many had been tagged because something was in that shouldn’t have been, now the new purple bin has been introduced. County Cllr Martin said he believed the new regime had rolled out without a proper consultation and suggested parishioners write to SKDC and complain about this. The new regime meant that the black bin would be collected fortnightly, but the silver and the purple one would only be collected once a month. Certain things could no longer go into the silver recycling bin.
District Cllr Stokes had no report.
6. Chair Update:

b. Nothing futher to report on enforcement Mid UK and Copper Hill Quarry.
7. Planning:
a. S24/0097 Planning application for ground floor rear extension to 2.5m depth 16 Brookside. It was proposed, seconded and
Resolved: to make no comments on this application.
b. The Clerk confirmed she had registered for the new planning changes Submission of Consultee Comments.
c. Notification of changes to the Governments Planning Guarantee – circulated to all Cllrs.
d. Notification that planning application S23/2201 Ancaster Hall had been withdrawn. FOR INFORMATION ONLY.
8. Speed Watch:
a. Unipart Dorman had sent two quotations, one for a brand new SID and one for new batteries. After a short discussion it was proposed, seconded and
Resolved: to order the new batteries. It was also agreed to review the timetable for recharging to ensure they were working as often as possible.
9. Parish Clerk Update:
a. The Calendar of meetings had been circulated to all Cllrs. It was proposed, seconded and
Resolved: to accept the calendar of meetings and place a copy on the website.
10. Correspondence:

b. Notification of road closure B6403 High dyke 10.02.24 to 07.03.24 – circulated to all Cllrs.

11. Cemetery and Newton Meadow:
a. The new disks for burial and cremation beams had been received. These were passed to Cllr Barker for stamping.
12. Grass Cutting/Grounds Maintenance:
a. A request had been received from SKDC to submit a quotation for grass cutting. As the closing date had passed this was not an option.
13. Parish Hall:
a. Cllr Sayer had looked at the grant available from the SKDC Prosperity Fund, but we needed match funding, so this was not an option now.
14. Report from Councillors:
a. Cllr Hollick said we were still waiting for the Tall Thrift Survey done in the summer.
b. The information panel just needed tweaking slightly and would soon be ordered. The bench had been ordered.
15. Playing Field:
a. The Clerk confirmed that the tree work had now been completed and the invoice would be paid at this meeting.
16. Finance:
a. The Retrospective BACS/DD Approval List for payments made in January had been circulated to all Cllrs. It was proposed, seconded and
Resolved: to accept the following payments made in January.

17. Updating Policies:
a. The Risk Management Policy 2023-2024 had been circulated to all Cllrs. It was proposed, seconded and
Resolved: to accept the Risk Management Policy and a copy would be placed on the website.
17.Training:
a. The Clerk was registered for the Jadu Basic Course 01 March 2024 from 10.00am-4.00pm.
b. Cllr Lovett was registered for the Cllr Induction & Refresher 19 March (Zoom) from 18.00-20.00.
c. Cllr Lovett was registered for the Emergency Planning & Resilience on 16 April at Fire & Rescue Emergency Centre Lincoln
d. Cllr Hollick had attended Communicating with your Community training and a report had been circulated. As it was felt that communication with residents is important, we would put this on the agenda for the next meeting to discuss properly.

a. The date of the next meeting was confirmed as 18 March 2024, at 7.30pm in the Parish Hall Annexe.
