MINUTES OF ANCASTER, SUDBROOK AND WEST WILLOUGHBY PARISH COUNCIL MEETING WHICH WAS HELD ON MONDAY 21 NOVEMBER 2022 IN THE PARISH HALL ANNEXE:

Present:            Cllr D Sayer(Chair), Cllr J Leighton (Vice-Chair)
                Cllrs Hollick, Rock, Barker,  and Dr Entwistle

In Attendance:    12 members of the public, County Cllr R Wootten,
District Cllr I Stokes(7.50pm)  and Denise Gascoyne Parish Clerk

Public Forum:
The majority of the parishioners were there to discuss the disputed Boundary Line between their homes on Hillside and the new Bellway Homes development. They had been told the boundary hedge would be removed and eventually a fence installed. The parishioners agreed that the boundary may be in the centre of the hedge as it is now very well established as the properties were built originally by the council circa 1953.
They received a letter one day before the work should have commenced, but the contractor has so far not proceeded.  The Chair said the residents needed to establish exactly where the boundary is.  A resident of Wilsford Lane said the road sweeper started at 6.00am and often parked outside her property. It also appeared that the site started operating as early as 7.00am.
After a long discussion it was agreed that
•    District Cllr I Stokes would talk to the Planning Department
•    The Chair would chase Bellway Homes for a reply to his former letters
•    To request an on-site meeting with Bellway Homes.

An email had been received from St Martin’s Church asking for funding for floodlighting the Church for the month of December. They had suggested 5.30pm until 12.30am and in the current climate anticipated it would cost in the region of £320.00. Cllrs agreed it would be lovely to see the Church floodlit.  However, they felt it was unnecessary to floodlight the Church until 12.30am and thought it should be earlier when the children were coming home from school. After a short discussion the Clerk was asked to write back suggesting they have the floodlights on from 4.30pm until 10.30pm and if that was agreed, we would donate £150.00.

2.Apologies for Absence:
a. The Clerk reported that apologies for absence with valid reasons had been received from J Pearsey. It was proposed, seconded and

3.Declarations of Interest:
a. None received.

4.To approve and accept as a true record the notes of the Parish Council Meeting held on 18 October 2022. Cllr Dr Entwistle asked that an amendment to Page 29 11(a) be made, to read ‘they’ instead of ‘the’
It was proposed, seconded and
Resolved: that the notes of the Parish Council Meeting held on 18 October 2022 be accepted as a true record, when this amendment was made, and these were signed by the Chair.

5.To Co-Opt a Parish Councillor:
a. Cynthia Fleming attended the meeting and said she wished to be co-opted as a parish councillor. Ms Fleming filled in the appropriate forms and was duly co-opted as a parish councillor.

6.Report from County Councillor/District Councillor:
a. County Cllr Wootten had forwarded an email which said that the speed survey at West Willoughby established that vehicles are travelling at a mean speed of 45mph. This means the location may be classed as a Borderline Case and would be reported to the Planning & Regulation Committee for approval to pursue a 40mph speed limit on 5th December.

c. District Cllr Stokes reported that District Cllr Kaberry-Brown had now resigned as a District Cllr. It was proposed, seconded and
Resolved: to thank District Cllr Kaberry-Brown and send some flowers.

7.Speed Watch:
a. Cllr Hollick reported that unfortunately the full day speed-watch scheduled for 17 November had been cancelled due to the bad weather. It was hoped this could be re-scheduled in the near future. Some of the passive signs needed replacing. It was proposed, seconded and
Resolved: to order replacement passive signs.

8.Highways Issues:
a. Cllr Fleming had been doing research into trying to ban HGVs through the village. She said that many steps would need to be taken before we could provide a petition and reasons as to why this should happen. She was hoped that by next Spring we would have a case to put forward. She would continue with her research.

9.Parish Clerk Update:
a. Unfortunately to date nothing further had been received on updating the Emergency Plan. This would be chased.

b. The Clerk reported that the ‘Big Clean’ had been in Ancaster on 07 November. The had spent 2.5 days at and around the crossroads. They had done a magnificent job. It was proposed, seconded and
Resolved: to write and thank them for the sterling job they had done.

10.Correspondence:
a. NHS Lincolnshire ICB Engagement Bulletin Issue 30 – circulated to all parish councillors.

11.Cemetery and Newton Meadow:
a. The Clerk reported that the hedges in the Cemetery would be cut as soon as the contractor had finished general grass cutting.

12.Grass Cutting/Grounds Maintenance:
a. Andrew Newton had provided a list for replacement trees in the parish, as some had died due to the hot summer.

c. LCC had asked if we wished to continue with the urban Highways Grass cutting scheme. Last year we had received £585.72 towards the cost of this. The budget had not been set for 2023/2024 so they could not confirm what the contribution would be. It was proposed, seconded and
Resolved: to continue with the scheme.

13.Finance:
a. The Bank Reconciliations, Bank Transfers and Cashbook to 31 October 2022 had been circulated to all Cllrs. It was proposed, seconded and
Resolved: to accept the Bank Reconciliations, Bank Transfers and Cashbook to 31 October 2022 and these were signed by the Chair.

b. The following payment had been made retrospectively. It was proposed, seconded and 
Resolved: to accept the following retrospective payment.

c. The Approval List for Staff BACS Payments had been circulated to all Cllrs. It was proposed, seconded and
Resolved: that the Approval List for Staff BACS Payments amounting to £1682.60 be accepted and authorise the Clerk to make the payments.

d. The Approval for BACS/DD Payments had been circulated to all Cllrs. It was proposed, seconded and
Resolved: that the Approval List for BACS/DD Payments and authorise the Clerk to make the payments.

e. The Clerk confirmed the second half of the grant for the Community Cleaner had been received. FOR INFORMATION ONLY.

f.The draft budget had been circulated to all Cllrs. After a short discussion it was proposed, seconded and
Resolved: to forward the draft budget to the Finance Working Group and they would meet and discuss it in detail.

14.Planning:
a. S22/1783 Approval of non-material amendment application wording of conditions 5, 11 and 15 land north of Wilsford Lane. FOR INFORMATION ONLY.

b. ROW/3245826 Addition of Restricted Byway 1156 Modification Order 2019. Decision by Secretary of State - not to confirm.

c. A request re the S106 monies from the new builds in Ancaster confirmed that money would not be released until 50% of the dwellings occupied.

d. The complaints re Bellway Homes estate had  been dealt with in the Open Forum. 

e. S22/2184 Planning application to refit and refurbish upper room Parish Hall to rent out as office space. As this was our application there was no comments.

f.Consultation on updated Lincolnshire Mineral Sites  and Waste Local Plan.  Cllrs were concerned and they would be commenting before the deadline on 06 January 2023

15.Parish Hall:
a. Nothing to report.

16. Report from Cllrs:
a. Cllr Dr Entwistle said the Welcome Pack was ready for the website. She would just check through it and the clerk would forward a copy for the website.

b. Cllr Pearsey had sent her apologies, but it was believed the pigs had been removed from the site at West Willoughby. 

c. Cllr Leighton was still pursuing a bus shelter at the top of Rookery Lane. He had been in contact with LCC who said that this was not a dedicated stop, although it was listed on the timetable. County Cllr agreed to contact the bus department to see why it was not a dedicated stop.

17.Playing Field:
a. Nothing to report.

18.Training:
a. The Clerk had attended a Teams on-line Budget Workshop on 16 November. She reported it was worth doing and we were definitely getting more towards a paperless council.

19.Date of Next Meeting:
a.The date of the next meeting was confirmed as 12 December 2022 at 7.30pm in the Parish Hall Annexe.

There being no further business the meeting closed at 9.00pm
