MINUTES OF ANCASTER, SUDBROOK AND WEST WILLOUGHBY PARISH COUNCIL MEETING HELD VIA VIDEO LINK (ZOOM) AT 7.30PM ON MONDAY 16 NOVEMBER 2020

Present:            Cllr D Sayer (Chairman)
Cllrs A Rock, A Newton, N Barker, J. Leighton, Ms C Fleming, Mrs J Pearsey, Dr J Entwistle  and Mrs V Nelson.

In Attendance:    County Cllr R Wooten, District Cllr I Stokes, one member of the public and Denise Gascoyne (Parish Clerk)
                (District Cllr Mrs R Kaberry-Brown had trouble logging on)

Absent:            Cllr G Nelson and Cllr Ms E Ruggaber

Public Forum:
Cllrs discussed the public footpath behind the Old School/past the Cemetery and leading to Sudbrook that had recently had some potholes filled in. As far as the parish council were concerned this had not been done to a proper specification. They had been filled with a very coarse material which was not at all suitable and was a trip hazard to pedestrians. Also, the footpath had been closed without permission. County Cllr R Wootten and District Cllr Stokes would investigate.

Mid UK had forwarded an article re batteries causing fires. Cllr Newton suggested we provided a collection point for batteries, possibly at the parish hall. Cllrs agreed this was an excellent idea and the Clerk would contact Simon Pattison at Mid UK.

The Clerk reported that the flashing at the Parish Hall  needed attention. A roofer had been contacted.

Cllr Newton reported a fridge had been dumped at the top of Fir Tree Lane.  District Cllr I Stokes agreed to report this.

The meeting began at 7.52pm

1.Chairman’s Welcoming Remarks:
The Chairman Cllr D Sayer welcomed everyone to the meeting.

2.Apologies for Absence:
The Clerk reported that apologies for absence with valid reasons had been received from Cllr G Nelson and Ms E Ruggaber.

Resolved: that apologies for absence with valid reasons be accepted from Cllr G Nelson and Ms E Ruggaber.

3.Declarations of Interest:
There were none.

4.To approve and accept as a true record the notes of the meeting held on 19 October 2020. The notes had been delivered to the Chairman for signing.

Resolved: by a show of hands that the Minutes of the Meeting held on 19 October 2020 be accepted as a true record. The Chairman signed the minutes, and these would be returned to the Parish Clerk.
                                
5.Report from County Councillor/District Councillors:
County Cllr Wootten reported that the County Council  Arboriculture Officer had visited Church Lane. He said the trees have plenty of room to grow and no further action will be taken by LCC. However, Cllr Barker said this was not the trees that needed attention. The one leaning on the fence near Angel Court, which had been uprooted through traffic using the footpath.

6.Speeding/Speed Watch:
a. The Clerk confirmed the 30mph and 40mph passive speed signs had been received. The Speed Watch co-ordinator confirmed he would be siting them in the parish in the next few weeks – these have now been erected.

b. County Cllr Wootten had written to the Highways Manager formally requesting a reduction in speed limit at West Willoughby.

7.Highways Issues:
a. Cllr Newton had visited the resident on Carlton Road and had asked that the gullies and drains be cleared by The Big Clean team from SKDC. County Cllr Wootten reported that it was the responsibility of the landowners and not Highways, however he did agree the resident’s problem may be a different issue. It was suggested a site meeting should be arranged with LCC to establish responsibility. However, due to coronavirus this might not be possible.
The mud coming down Heath Lane was becoming a problem, and this was a police matter.

Resolved: to ask County Cllr Wootten to request a site visit to discuss the ongoing problem, and the Clerk to contact the police re Heath Lane.

b. The Clerk had reported the state of the stone wall on Church Lane to SKDC on 22 September. Only an acknowledgement had been received.  County Cllr Wootten said he would follow this up with LCC and the Clerk agreed to forward the email showing the history of this.

c. County Cllr Wootten had submitted a request for funding for upgrading Rookery Lane. He had highlighted the condition of the road and included the fact that the quarry planning application was approved with two passing points. He requested the widening of the road along with a footpath to enable children to use the road safely.

10.Cemtery/Newton Meadow/Churchyard:
a.  Cllr Newton reported that permission had now been given for the memorial seat in the cemetery. He said the purchase of the plot had been completed.

11. Grass Cutting/Grounds Maintenance:
a. The final cut for the season had taken place. The trees had been cut back on Mercia Drive.  A meeting would be arranged with SK Environment re next year’s grass cutting.

12.Finance:
a. The  approval list for Staff BACS payments had been circulated to all Cllrs.

d. The second half of the Community Cleaner Grant had been received. This was for information only.

13.Planning:
a. Footpath Church Lane had been discussed in the Public Forum.

b.S20/1483 Planning permission for single storey extension to existing outbuilding for use as a music room Norwood Rookery Lane Sudbrook. FOR INFORMATION ONLY.
c. PL/0114/20 Retrospective planning to regularise exiting site infrastructure incl. welfare accommodation, car park and water tank for the lifetime of the quarry. Copper Hill Quarry. FOR INFORMATION ONLY

d.S20/1760 No comments from LCC for proposed extension and change of use of Building 11 New Earth Solutions.

e.S20/1857 Planning application for erection of garage with rooms above. 63 Ermine Street. It was proposed, seconded and
Resolved: to make no comments on this application.

f. S10/1083 Planning appeal for erection of 4 bedroomed residential property with integral garage Long Meadow Sudbrook.

14.Parish Hall:
a. Confirmation Parish Hall has closed during lockdown. Bookings are being accepted subject to Government guidelines.

15.Playing Field:
a. Nothing to report.

16.Report from Councillors:
a. Cllr Dr Entwistle had been investigating Neighbourhood Planning. One website Bimby (Beauty In My Back Yard) looked at how local communities can work with developers to ensure that the developments meet the needs of the village. The local plan was currently being updated and the National Planning Framework was changing, so until this was complete and face-to-face meetings were allowed, it was felt we could not progress this further.

b. Cllr Leighton said he believed the bus shelter should be in situ by the end of February 2020. He said the groundworks still needed doing, laying the base for the shelter. Cllr Leighton agreed to chase this.

a. The date of the next meeting was confirmed as 14 December 2020.
