MINUTES OF ANCASTER, SUDBROOK AND WEST WILLOUGHBY PARISH COUNCIL MEETING HELD VIA VIDEO LINK (ZOOM) AT 7.30PM ON 21 SEPTEMBER 2020

Public Forum:
A resident of West  Willoughby recently moved into the area was very concerned about the speed of traffic through the village. The Chairman gave a background to the speed limit in West Willoughby and said the parish council were actively trying to get the speed limit down to 40mph all the way through to Woodland Waters. Cllr Wootten had forwarded the Lincolnshire Speed Limit Policy which had been circulated by the Clerk. Cllr Wootten said he unfortunately he believed West Willoughby still did not meet the necessary criteria for a reduction to 40mph. The speed watch co-ordinator was trying to reintroduce the speed watch; however, this could not be done in a 50mph speed limit. Cllr Wootten was asked to request an Archer Survey in West Willoughby. It was agreed that the new village gates had made a slight difference. Cllr Rock reminded Cllrs that Richard Davis had said when a bus shelter was installed the speed limit could be looked at again.

Cllr Barker had been approached by a member of the public re flooding in Sudbrook. He had provided Cllr Sayer with a memory stick. 

The meeting began at 7.55pm

1.Chairman’s Welcoming Remarks:
Cllr Sayer welcomed everyone to this video meeting.

2. Apologies for Absence:
The Clerk reported that apologies for absence with valid reasons had been received from Cllrs G Nelson and Mrs J Pearsey.

Resolved: that apologies for absence with valid reasons be accepted from Cllr G Nelson and Mrs G Pearsey.

3. Declarations of Interest:
Cllr Ms C Fleming declared an interest in Item 11(q).

4. To approve as a true record the notes of the meeting held on 20 July 2020 with an amendment after circulation had been delivered to the Chairman for signing.
It was proposed, seconded and
Resolved: by a show of hands that the minutes of the meeting with an amendment held on 20 July 2020 be accepted as a true record. The Chairman signed the minutes, and these would be returned to the Clerk.

5. Report from County Councillor/District Councillor:
a. County Cllr R Wootten had sent a report which had been circulated to all  Cllrs. Cllr Sayer reported that work requested by the works gangs had not been done. These included A153 footpath from the valley to the traffic lights to Rookery Lane which all need clearing and cutting back to the full 4 feet of the path. In some places it is as narrow as 2 feet. Pottergate Lane from the Old School to the Railway crossing needs edges clearing and trees cutting back. The section from the A153 to the Cemetery trees need cutting back. There is also a fallen tree further down the track that needs removing. Cllr Newton also reported that parts of the footpath from the School to Waterwell Lane was very narrow and needed cutting back.

b. The stone wall on Church Lane has still not been repaired. Originally this belonged to Nottingham University. It was proposed, seconded and

6. Parish Clerk Update:
a. Residents concern over speeding through West Willoughby was discussed in the Open Forum.
b. A complaint had been received from a resident that she had been unable to pay her train fares every time she travels from Ancaster. Cllrs agreed that if travellers did not pay their fare then statistics would show that there was nobody getting on the trains; therefore, the stop could be discontinued.

k. Notification had been received to remove BT Phone Kiosk. Deadline for response is 10 November 2020. After a short discussion it was proposed, seconded and
Resolved: to reply saying that we would prefer for the box to stay and remain active.

l. Clerks and Councils Direct – forwarded to Cllr Sayer.
m. LALC Annual Report 2019/2020 – forwarded to  Cllr Sayer.
n. ICCM August 2020 Magazine – forwarded to Cllr Newton.
o. LALC confirmation that parish council meetings should continue to take place digitally without the need for face-to-face contact if at all possible.
p. The Clerk magazine forwarded to Cllr Sayer.
q. Anglian Water -  water pipeline update – circulated to all Cllrs.

8. Cemetery/Newton Meadow/Churchyard:
a. Cllr Newton reported that the working group had removed the vegetation, filled in rabbit holes. Four out of the six retaining boards had been put in place ready for the cemetery path works.
The hedges on Wilsford Lane and in the Cemetery had not been cut to date. SK Environmental were waiting for paperwork.

9. Grass Cutting/Grounds Maintenance:
a. The Clerk confirmed the Purchase order had been received from LCC. An invoice amounting to £550.85 had been sent for their contribution to urban safety grass cutting.

b. County Cllr R Wootten had reported the overgrown trees on Church Lane. These needed to be cut back before the work on the cemetery paths could be started.

c. Councillor Newton reported that the bulbs had been received and would be planted next month. FOR INFORMATION ONLY

10. Finance:
a. An Approval List for Staff BACS Payments had been circulated retrospectively.

e. The Bank Reconciliations and Cashbooks to 31 July and 31 August had been circulated to all Cllrs.

f. The NALC Pay Award for Clerks as from April 2020 had been received and circulated to all Cllrs.  It was proposed, seconded and
Resolved: to accept the Pay Award as per NALC guidelines. This would be backdated to April 2020.    

g. The External Report and Certification 2019/2020 had been received from PKF Littlejohn. This had been circulated to all Cllrs. The Notice of Conclusion of Audit and Section 1, Section 2 and Section 3 had been put on the website.

h. The Clerk confirmed LCC had paid £550.85 being their contribution to urban safety grass cutting. FOR INFORMATION ONLY

11. Planning:
a. County Cllr Wootten reported that a site meeting to discuss the proposed quarry at Sudbrook would take place on Monday 28 September at 11.30pm. The planning application would be heard on 05 October.

b. District Councillor I Stokes told the meeting that a Section 330 would be served on the owners of the land north side of Willoughby Road.

c. S20/1083 proposed building of one 4-bedroom residential property with integral garage Long Meadow Sudbrook.
The planning application had been forwarded to the planning group and the following comments had been sent:
    The parish council are concerned regarding the development, given the
    Road is a private drive with private sewer and there are already 6 houses.
    Being served on this private narrow road. 
    Where will the deliveries and builders park?
It was proposed seconded and

d. PL/0046 Planning permission for extension to Shed 1B(and 1A) to form covered storage area New Earth Solutions(West)Limited. FOR INFORMATION ONLY

e. PL/0056 Planning permission for proposed reinstatement of building 3b, replacement of building 4 and erection of building 4b New Earth Solutions (West) Limited. FOR INFORMATION ONLY

f. S20/0948 Planning permission for alterations and extension to existing house The Paddock, Angel Court. FOR INFORMATION ONLY.

g. S20/1150 Planning permission Section 73 to vary condition 2 to increase width of two storey extension 12 Meadowbrook. FOR INFORMATION ONLY

h. S19/2167 Commencement of works before conditions.  SKDC had said they would investigate the possible breach of conditions. However, due to Covid-19 there may be a delay in the officer visiting the site.

i. S20/1169 Planning application for erection of up to 96 dwellings (access to be considered only) land North of Wilsford Lane.
Parish councillors were concerned as this was a major development and had submitted comments prior to this meeting.

j. S20/1138 Planning application to take 1/3 of the tree down from crown White Populus 14 Roman Way.
It was proposed, seconded and
Resolved: to make no comments on this application.

k. S20/1404 Discharge of Condition 3 of planning application S19/2167 102 Ermine Street.
It was proposed, seconded and
Resolved: to make no comments on this application

l. PL/0047 Planning permission for installation of liquid natural gas storage tank with ancillary ambient vaporisers, hardstanding, security fencing and landscaped earth bunding. New Earth Solutions(West)Ltd. FOR INFORMATION ONLY

n. Cllr Dr J Entwistle was interested in producing a Neighbourhood Plan for the parish. The Clerk had forwarded one that had already been done by a neighbouring parish.

o. PL/0096/20 Planning application for installation of modular staff amenity and training building. New Earth Solutions(West)Ltd. It was proposed, seconded and
Resolved: to make no comments on this application.

p. S20/1483 Planning application for single storey extension to single storey extension to existing outbuilding for use as a music room, Norwood, Rookery Lane Sudbrook.
It was proposed, seconded and
Resolved: to make no comments on this application except to request it being sound proofed.

q. The Parish Council had received comments re an alleged breach of planning conditions The Old Barn 14a Ermine Street. Having checked it appeared there had been no breaching of planning conditions.

12. Parish Hall:
a. Cllr Sayer reported that a window cleaner had been employed for 3 times a year for the outside and once inside.
b. The Parish Hall had partially reopened. The main hall and the disabled toilet. At the moment we have kept the toilets, annexe and kitchen closed. All sanitising equipment is in place and groups hiring the hall have all received copies of our risk assessments and new hiring conditions. The clerk would update everything as and when changes are made by the government.


13. Playing Field:
a. The three yearly tree inspection had taken place and estimates were being requested by the Playing Field Committee.

14. Report from Councillors:
a. Cllr Leighton reported that he still had not heard from the contractor who had agreed to lay the base and the contractor erecting the bus shelter was not able now to do it until later in the year. The Clerk reported that we only had until March 2021 to claim the grant towards this.
b. Nothing further to report on the Parish meeting in May 2021.

15. Training:
a. The Chairman and Clerk had both attended the refresher training for the new website. This was still really confusing and neither the Chairman nor the Clerk had time to convert everything that was needed from the old site. Therefore, James Bell had agreed to set up the website for Ancaster.

16. Date of Next Meeting.
a. The date of the next Parish Council Meeting was noted as 19 October 2020. With the current Government guidelines this would be another zoom meeting.
