MINUTES OF ANCASTER, SUDBROOK AND WEST WILLOUGHBY PARISH COUNCIL MEETING WHICH WAS HELD ON MONDAY 16 JANUARY 2023 AT 7.30PM IN THE PARISH HALL ANNEXE.

Present:            Cllr D Sayer(Chair) Cllr J Leighton(Vice-Chair)
                Cllrs Rock, Hollick, Pearsey, Dr Entwistle, Barker and
                Fleming.

In Attendance:        County Cllr Wootten, one member of the public and Denise
                Gascoyne Parish Clerk

Public Forum:
A member of the public spoke to the Parish Council about anti-social behaviour at the railway station. This had been going on for over a year, and most weekends. The parishioner had reported this to the British Transport Police, Police and East Midlands Railways. Despite this no action had been taken. He said nobody in authority would put anything in writing.
The parishioner said last summer it was impossible to sit in the garden with grandchildren because of the bad language etc.
The Chairman said this appeared to be an ongoing problem and the parish council would contact the relevant authorities and put this on the Agenda for next meeting with an update.

The meeting began at 7.50pm

1. Chair’s Welcoming Remarks:
a.The Chair welcomed everyone to the meeting and wished them all a Happy New Year.

2. Apologies for Absence: None

3. Declarations of Interest: None

4. To approve and accept as a true record the notes of the Parish Council Meeting held on 12 December 2022. It was proposed, seconded and
Resolved: that the notes of the meeting held on 12 December 2022 be accepted as a true record. These were signed by the Chair.

5. Report from County Councillor/District Councillor:
a. County Cllr Wootten said the latest Parish Policing Priority Setting feedback form with a return date of 26 March had been circulated today. He would forward this to the Clerk for forwarding to all Cllrs.

b. Cllr Wooten told the meeting that in order to reduce the 50mph limit to 40mph at West Willoughby will need to evidence a mean speed of traffic of 43mph or less within this area. A borderline case will be identified if the speed lies within the 44-46mph range. Then it will be reported to the Planning & Regulation Committee where members may approve a reduction to 40mph, subject to the statutory consultation period required. It is anticipated a speed survey will be carried out early this year. 

c. A parishioner had an accident on the A153/Wilsford Lane junction. Details had been forwarded to County Cllr Wootten. He had reported this to Highways who had responded saying this junction was being  investigated and would probably be re-designed. However, no dates had been given for any work to commence.

6. Speed Watch
a. There had been no Speed Watch sessions since Christmas. Feedback was still an issue. County Cllr Wootten agreed to contact the Safety team and ask them to forward feedback from reports submitted.

b. Some of the passive signs were broken or faded. It was proposed, seconded and
Resolved: to order Qty.6 30mph signs and Qty.4 40mph signs.

7. Parish Clerk Update:
a. The Kings Coronation would be held on 06 May 2022. Cllrs discussed how to commemorate the occasion.  Cllrs discussed renaming the orchard at the back of the cemetery as King Charles iii Orchard and to purchase a tree. Cllrs suggested planting this on the evening of the Annual Parish Meeting and invite Caroline Johnson MP to plant the tree. Also to invite the Chief Inspector to talk at the meeting following the planting. It was proposed, seconded and
Resolved: to purchase a good sized tree with plaque  and rename the orchard at the back of the Cemetery as King Charles iii Orchard. To invite Caroline Johnson MP to plant the tree and the Chief Inspector to talk at the meeting. This was set for 22 May 2022.

b. A new template for Emergency Plans had been created by LCC. Andrew Newton had asked if our information could be transferred across and then updated, or would we have to rewrite it. To date nothing further had been received.

c. Anti-Social behaviour had been discussed in the Public Forum, and would be followed up/

d. There seemed to be an accumulation of litter on Copper Hill. The Clerk had requested a litter pick from Mid Uk Ltd.

e. The Annual  Meeting must be held between 01 March and 01 June. As it was election year and elections take place on 04 May the Annual Meeting must take place within 14 days of the new council taking office. It was proposed, seconded and
Resolved: the Annual Meeting and ordinary Parish Council Meeting would take place on 15 May 2023. The Clerk would draw up the calendar of meetings.

8.Correspondence:

b. ICCM Winter 2022 – passed to Cllr Hollick                
c. LALC e-news – circulated to all Cllrs.
d. Clerks and Councils direct – passed to Cllr Dr Entwistle
e. The Clerk – passed to Cllr Pearsey
f. Notification of temporary traffic restriction Wilsford Lane 06.02.23 to 17.02.23 as and when required – FOR INFORMATION ONLY.
g. NHS Lincolnshire Bulletin – circulated to all Cllrs.

9.Cemetery and Newton Meadow:
a. Cllrs Hollick and Dr Entwistle would be meeting with Andy Newton in the cemetery to discuss the scope of work needed in the cemetery in the coming months. They would report back at a future meeting.
b. Cllr Hollick was looking at  the wording for the notice board/lectern for the orchard and would report back to a future meeting. 

10.Grass cutting/Grounds Maintenance:
a. To date the hedges in the cemetery had not been cut back. The Clerk to remind the contractor.

11.Finance:
a. The Bank Reconciliations, Transfers and Cashbook to 31 December 2022 had been circulated to all Cllrs. It was proposed, seconded and
Resolved: to accept the Bank Reconciliations, Transfers and Cashbook to 31 December 2022. These were signed by the Chair.

b. The Approval List for Staff BACS Payments had been circulated to all Cllrs. It was proposed, seconded and
Resolved: to accept the Approval List for Staff BACS Payments amounting to £2301.89 and authorise the Clerk to make the payments.

c. The Approval List for BACS/DD Payments had been circulated to all Cllrs. It was proposed, seconded and
Resolved:  to accept the Approval List for BACS/DD Payments and authorise the Clerk to make the following payments.

12.Planning:
a. The Clerk confirmed our comments had been submitted re the potential mineral sites nominated for allocation in he updated Lincolnshire Minerals and Waste Local Plan. FOR INFORMATION ONLY.

b. S22/2358 Planning application to erect a grain store at Ancaster Leisure Enterprises. It was proposed, seconded and
Resolved: to make no comments on this application.

13.Parish Hall:
a. A second quotation had been requested for heaters in the parish hall annexe. To date no reply had been received. It was proposed, seconded and
Resolved: to award the contract to D G Ancliffe and the Clerk would forward an order.

14.Report from Councillors:
a. Cllr Leighton had nothing further to report on the provision of a bus shelter.

b. Cllr Fleming was in consultation with Silk Willoughby Parish Council, who also had a problem with HGV’s going through their village. Many cars had pothole damage due to the increased potholes due to the heavy traffic. She would like to conduct a survey to see how many cars had actually been damaged.

15.Playing Field:
a. Nothing to report.

16.Training:
a. New Cllr Session 07.02.23 6.00pm-9.00pm – Zoom.

17.Date of Next Meeting:
a. The date of the next meeting was confirmed as 20 February 2023 at 7.30pm in the parish hall annexe.
