MINUTES OF ANCASTER, SUDBROOK AND WEST WILLOUGHBY PARISH COUNCIL MEETING HELD ON 20 FEBRUARY 2023 AT 7.30PM IN THE PARISH HALL ANNEXE.

The meeting began at    7.30pm

1.Chair’s Welcome:
a. The Chair Cllr Sayer welcomed everyone to the meeting.

2.Apologies for Absence:
a. The Clerk confirmed that apologies for absence with valid reasons had been received from Cllr Barker. It was proposed, seconded and
Resolved: that apologies for absence with valid reasons be accepted from Cllr Barker

3.Declarations of Interest: None

4.To approve and accept as a true record the notes of the Parish Council Meeting held on 16 January 2023. One amendment was made to the minutes  12.Planning ‘he was replaced with ‘the’  It was proposed, seconded and
Resolved: that once the amendment was made, the notes of the meeting held on 16 January 2023 be accepted as a true record. These were signed by the Chair.

5.Report from Councill Councillor/District Councillor:
a. Nothing to report.

6.Speed Watch:
a. The Passive Signs had been ordered and the payment would be approved tonight. As the weather was improving, it was hoped that the speed watch group would be resuming.

7.Highways Issue:
a. Reports are still being received of litter on Copper Hill. Cllrs asked if clearing litter was part of the company’s planning obligations. It was proposed, seconded and
Resolved: to contact the Planning Enforcement Officer.

b. Highways had confirmed that Ermine Street would be resurfaced to a point 200m north of Waterwell Lane. Restrictions would be implemented for 10 days from 20.03.23 to 07.04.23. Work will be carried out at night from 7.00pm to 6.00am. If your property fronts the proposed working area then please expect delays and allow additional time for any essential journeys during this time.

8.Parish Clerk Update:
a. The Clerk had reported Anti-social behaviour at Ancaster station. Lincs police had said they will pay passing attention when patrolling the area. British Transport Police had raised a log number.

b. An Emergency Planning Meeting had been held on 09 February. This was to discuss the Lincolnshire Resilience Forum Exercise taking place on March 28th. Further details at the next meeting.

c. The Clerk confirmed the Financial Regulations re the changes to Public Procurement Thresholds has been updated as per LALC news 12.12.22.

d. The Calendar of Meetings from April 2023 to March 2024 had been circulated to all Cllrs. It was proposed, seconded and
Resolved: to accept the calendar subject to date changes if necessary.

e.Dr Caroline Johnson had accepted the invitation to plant the tree at 6.00pm in the cemetery. 

Cllrs Hollick and Dr Entwistle had been investigating the purchase of a tree. They suggested a ‘Regal’ Sweet Chestnut Tree. After a short discussion, it was proposed, seconded and
Resolved: to purchase the ‘Regal’ Sweet Chestnut Tree.

10.Cemetery and Newton Meadow:
a. Cllrs Hollick and Dr Entwistle said there was a lot of work to do in the cemetery. The mole man was visiting the cemetery on Friday. 

Cllr Dr Entwistle said that they could do with a bigger working party to try to get on top of the work needed. The thrift cages would soon need to be put in. It was suggested we ask the Community Cleaner if he could help and contact the scouts.

11. Grass Cutting/Grounds Maintenance:
a. The hedges had now been cut in the cemetery and were satisfactory.


                                
b. The Dog Bin at the station was always full. People would just get off the train and put the rubbish in them. It was proposed, seconded and
Resolved: to investigate whether there were bigger dog bins available and request a rubbish bin from South Kesteven District Council.

12.Finance:
a. The Bank Reconciliations and cashbook to 31 January 2023 had been circulated to all Cllrs. It was proposed, seconded and
Resolved: to accept the Bank Reconciliations and Cashbook to 31 January 2023 and the Chair signed the paperwork.

b. The Approval List for staff BACS payments had been circulated to all Cllrs. It was proposed, seconded and
Resolved: to accept the Approval List and authorise the Clerk to make the payments amounting to £2045.85.

c. The Approval List for BACS/DD payments had been circulated to all Cllrs. It was proposed, seconded and
Resolved: to accept the Approval List for BACS/DD Payments and authorise the Clerk to make the following payments.

d. The Clerk asked if it would be possible in future to pay SKDC for the Trade Waste Bin emptying by Direct Debit. Their invoice always comes just after the meeting and then she is chased for payment despite having told them when they would be paid. It was proposed, seconded and
Resolved: to pay the Trade Waste Bins by Direct Debit and the signatories signed the form. 

13.Planning:
a. S22/2183 Planning permission to replace a removed external staircase, replace door and windows with UPVC and refurbish and refit an abandoned first floor room as an office for the purpose of renting as office space Ancaster Parish Hall.
b. S22/2188 Approval reserved by condition 6 (Landscape management) Bellway Homes Wilsford Lane.
c. S22/1826 Planning permission for development of grain store etc. Sudbrook House Farm.
d. PL0123/22 Planning permission for installation of free standing and roof mounted PV Panels and battery storage unit New Earth Solutions (West) Limited.

14.Parish Hall:
a. Cllr Sayer had filled out a grant form from Asda. We fitted the criteria for a grant but would not hear until later in the year. He said we could probably bring it up to standard quite quickly, and possibly rent it as a meeting room. 

a. Notification had been received that we should have an EPC (Energy Performance Certificate) Cllr Pearsey suggested that as we are looking to rent out part of the building at some point it would be a good idea to get one now. It was proposed, seconded and
Resolved: that the Clerk investigate.

15.Report from Councillors:
a. Cllr Fleming was spearheading a campaign to effect possible  changes of how HGV’s use Ermine Street. She suggested  collecting  any reports from residents of damage they have suffered to their vehicles. Door to door petitions.
She had been in contact with Silk Willoughby Parish Council who had a dreadful problem with HGV’s going through the village. The Chairman had forwarded a report that Cllr Fleming circulated.  Cllr Fleming suggested we hold a public meeting in the near future. She would report back at the next meeting.

b. Cllr Leighton had still not heard anything back re the bus shelter/bus stop at the top of Rookery Lane. He would chase.

c. Cllr Hollick said she had not head back from the Civic & Lord-Lieutenant’s Officer re changing the name of the orchard.
The Clerk confirmed that replacement trees had been ordered for the Orchard. A Victoria Plum, Czar Plum, a Schoolmaster Apple Tree and an Isaac Newton Apple Tree.

16.Playing Field:
a. Money had been received from the Co-Op fund and it was intended to spend this on the corner just inside the playing field where the toddler equipment was.

17.Training:
a. Management of Memorials Inspection Workshop 24.04.23 Scotter Village Hall

18.Date of Next Meeting:
a. The date of the next meeting was confirmed as 20 March 2023 at 7.30pm in the Parish Hall Annexe.
