MINUTES OF ANCASTER PARISH COUNCIL MEETING HELD ON MONDAY 20 NOVEMBER 2023 AT 7.30PM IN THE PARISH HALL ANNEXE.

The meeting began at 7.30pm.
1.Chair’s Welcome:
a. The Chair David Sayer welcomed everyone to the meeting.
2.Apologies for Absence:
a. The Clerk confirmed that apologies for absence with valid reasons had been received from Cllrs Ferguson, Clarke, Lovett, and Pearsey.
3. Declarations of Interest:
a. No declarations of Interest
4. To approve and accept as a true record the notes of the Parish Council Meeting held on 16 October 2023. It was proposed, seconded and
Resolved: that the notes of the meeting held on 16 October 2023 be accepted as a true record, and the Chair to sign.
5. Report from District Cllrs.
a. County Cllr Martin was welcomed to his first meeting. He was updated by the Chair on a number of ongoing issues including Speed limit through West Willoughby, parking outside school and along Ermine Street. Flooding on Water Lane had been reported to ‘Fix My Street’ who said this was an Environmental Issue. Cllr Martin was asked to follow these up.
b. District Cllr Stokes asked if we had commented on Planning Application S23/1837. To date we had not. There was a serious accident at the A153 junction with the Ambucopter attending. Cllrs felt that Section 278 should have been enforced. This is when a developer has obtained full planning permission and the layout of the proposed development requires them to modify, alter or reconstruct the highway. Cllr Stokes agreed to request this is taken to committee.
6. Chair Update:
a. The Chair said Planning Enforcement was investigating Mid Uk and Copper Hill, but Cllr Martin agreed to follow this up.
7. Planning:
a. S23/1837 Planning application to vary condition 20 off site highway works, Bellway Homes Wilsford Lane. See 5b above.
b. Details of new SKDC Planning website – forwarded to all Cllrs. FOR INFORMATION ONLY.
8. Speed Watch:
a. The Clerk had still not had a reply from Unipart re batteries and maintenance to the speed signs. It was proposed, seconded and
Resolved: the Clerk to contact them again.
9. Parish Clerk Update:
a. It had been reported to the clerk that the 90degree bend in front of the Old Masons Arms and phone box had been resurfaced. The central broken line had not been reinstated. This was reported to Fix My Street on 17.10.23. Cllr Martin agreed to contact Highways.
b. The Clerk confirmed that Street Lights No.2 and 3 on Wilsford Lane had been reported as faulty on 30.10.23.
c. Notification B6403 Ermine Street (between Charlestown & St Martins Way) will be closed from 11.00pm to 6.00am 21st November to 24th November.

11. Cemetery and Newton Meadow:
a. ‘Whiskers’ would be asked to visit the cemetery as soon as he could.
12. Grass Cutting/Grounds Maintenance:
a. Tender documents are on the website and advertisement has been in the Grantham Journal. One tender had been returned.
b. The Footpaths Officer had said he would remove the tree leaning on the wall round the Back Lane, to date this had not been done. It was proposed, seconded and
Resolved: to request this is done immediately and ask him to look at other overgrown areas.
c. The closed Churchyard which is the responsibility of SKDC is becoming overgrown and the path filled will leaves which is dangerous to parishioners. It was proposed, seconded and
Resolved: to request SKDC to investigate.
13. Parish Hall:
a. Nothing to report.
14. Report from Councillors:
a. Cllr Hollick reported that the Information Board was on order. She would discuss with Andy Newton the wording for the board. We would request delivery March.
b. Cllr Hollick had still not received the results of the Tall Thrift Survey taken earlier in the year.
15. Playing Field:
a. The Clerk confirmed that requests for prices for necessary tree work in the playing field had been sent. One had been received; the other is expected next work. The work was the responsibility of the Parish Council.
16. Finance:
a. The Bank Reconciliations, Bank Transfers and Cashbook to 31 October 2023 had been circulated to all Cllrs. It was proposed, seconded and
Resolved: to accept the Bank Reconciliations, Bank Transfers and Cashbook to 31 October 2023. The Chair signed the paperwork.
b.The Approval List for Staff BACS Payments had been circulated to all Cllrs. It was proposed, seconded and
Resolved: to accept the Approval List for Staff BACS Payments amounting to £1874.60 and authorise the Clerk to make the payments.
c. The Approval List for BACS/DD Payments had been circulated to all Cllrs. It was proposed, seconded and
Resolved: to accept the Approval List for BACS/DD Payments listed below and authorise the Clerk to make the payments.

e. The Approval List and Retrospective Payment had been circulated to all Cllrs. It was proposed, seconded and
Resolved: to accept the Approval List Retrospective Payment listed below.

f. The Government Pay Agreement had been received from NALC for 2022/2023. It was proposed, seconded and
Resolved: the Clerk be awarded the increase as per NALC guidelines.
g. The Draft Budget 2024/2025 had been circulated to all Cllrs. As we were having a Closed Finance Meeting on 11 December this would be updated and circulated for that meeting.

17. Training:
a. The Clerk confirmed that Andrew Newton had been booked on the ICCM Management of Memorials Inspection on 25 April 2024.
b. Cllr Hollick had completed the first session of Communicating with your Council, the second session would take place in December.
18. Date of Next Meeting:
a. The date of the next meeting – Closed Finance Meeting was confirmed as 11 December at 7.30pm in the parish hall annexe.
