MINUTES OF ANCASTER, SUDBROOK, AND WEST WILLOUGHBY PARISH COUNCIL MEETINGHELD ON MONDAY 17 APRIL 2023 AT 7.30PM IN THE PARISH HALL ANNEXE.

The meeting began at 7.30pm
1.Chair’s Welcome:
The Chair Cllr Sayer welcomed everyone to the meeting.
2.Apologies for Absence:
a. The Clerk confirmed that apologies for absence with valid reasons had been received from Cllr Dr Entwistle. It was proposed, seconded and
Resolved: that apologies for absence with valid reasons be accepted from Cllr Dr Entwistle.
3.Declarations of Interest:
a. Cllrs Rock, Hollick, and Pearsey Item 13(a) Planning.
4.To approve and accept as a true record the notes of the Parish Council Meeting held on Monday 20 March. It was proposed, seconded and
Resolved: the notes of the meeting held on Monday 20 March be accepted as a true record and the Chair to sign.
5.Report from County Councillor/District Councillor:
a. County Cllr Wootten thanked the Chair for his letter to Highways commenting on the resurfacing of Ermine Streets. Any comments would be acted on.
County Cllr Wootten had received a letter from a resident re rainwater pooling close to her home on Ermine Street. This had been referred to Highways.
County Cllr Wootten had requested a School Safety Zone near the school on Mercia Drive. This would now be assessed.
6.Speed Watch Signs:
a. The Clerk had ordered Qty.1 40mph and Qty.9 30mph passive signs. An email had been received saying the prices had risen from £10 per sign to £20 per sign. It was proposed, seconded and
Resolved: to order the signs at the new price of £20.00 per sign.
7.Highways Issues:
a. A complaint had been received regarding the Footpaths and Verges along the A153. Cllrs agreed that while the work from the Anglian Water Pipeline and Bellway Homes on Wilsford Lane were continuing there was unlikely to be any improvement.
b. Ermine Street had now been resurfaced. The parking around the school area Mercia Drive and along Ermine Street both sides at school drop-off and pick-up were causing problems, with vehicles parking on corners etc. It was proposed, seconded and
Resolved: to request double yellow lines round both corners Mercia Drive to Ermine Street.
8.Parish Clerk Update:
a. Cllr Hollick confirmed that the tree plaque would be ordered after proof reading. Details would be finalised at the next meeting.
b. A Senior Planning Enforcement Officer had visited Copper Hill during March. He said he has been in touch with the site operator at Mid Uk for any representations he wishes to make re the litter etc. He has also been in touch with the Quarry to arrange a chargeable monitoring visit to the Quarry in April.
c. The streetlights outside 121 Ermine Street and on Flaminian Way still have not been fixed. The Clerk to chase.
d. There will be no election for Parish Councillors in Ancaster. 8 have filled in their nomination forms and we will have 3 vacancies. It is hoped interest will be shown after the election. There will however be an election for District Councillor. Voting takes place at Ancaster Parish Hall 04 May from7.00am-10.00pm.
9.Correspondence:
a. Local Councils Update – passed to Cllr Pearsey.
b. LALC e-news circulated to all Cllrs.
c. Notification Sudbrook level crossing will be closed 9.5.23 from 08.00am to 16.00pm
10.Cemetery and Newton Meadow:
a. Cllrs had received a quotation for the Information Board for the orchard amounting to £1365.09. Other quotations had been much higher. Cllr Hollick agreed to investigate grants towards this.
b. Cllr Hollick said the recent Working Party in the Cemetery and Orchard had been a huge success. All cages had been put around the tall thrift and weeding in the orchard had been completed. It was proposed to hold another on possibly the weekend of May 13/14th.
11.Grass Cutting/Grounds Maintenance:
a. The current contractor that cuts round the white gates has now retired. The Clerk had obtained a quotation from Tidy Gardens and Grounds who quoted the same price. It was proposed, seconded and
Resolved: to award the contract to Tidy Gardens & Grounds.
12.Finance
a. The Bank Reconciliations, Transfers and Cashbook to 31 March 2023 had been circulated to all Cllrs. It was proposed, seconded and
Resolved: to accept the Bank Reconciliations, Transfers and Cashbook to 31 March 2023.
b. The Approval List for Staff Payments had been circulated to all Cllrs. It was proposed, seconded and
Resolved: to accept the Approval List amounting to £1887.65 and authorise the Clerk to make the payments.
c. The Approval List for BACS/DD Payments had been circulated to all Cllrs. It was proposed, seconded and
Resolved: to accept the Approval List for BACS/DD payments below and authorise the Clerk to make the payments.

d. The Clerk was still awaiting information from Ancaster Athletic FC, therefore this was deferred to a future meeting.
e. The Clerk confirmed that the Electricity Bills for the Parish Hall and Annexe are still in credit.
f. The Clerk confirmed that she had submitted the VAT Repayment to HMRC.
13.Planning:
a. The Clerk confirmed our comments had been submitted re planning application S20/1476 Casting of New Concrete Base land north of Willoughby Hall.
b. S23/0057 Approval of details reserved by Condition 6 (Accessible Housing) and 10 (Carbon Emissions) land north of Wilsford Lane. FOR INFORMATION ONLY.
c. S22/2264 Approval of details reserved by Condition 14 (materials) land north of Wilsford Lane. FOR INFORMATION ONLY.
14.Parish Hall:
a. The Clerk confirmed an EPC is not required for the Parish Hall.
b. Cllr Sayer reported that we were through to the next round for an Asda grant.
15.Report from Councillors:
a. Cllr Leighton was still awaiting a reply re bus shelter.
16.Playing Field:
a. Nothing to report.
17.Training:
a. None
18. Date of Next Meeting:
a. The date of the next meeting was confirmed as 15 May 2023. This would be the Annual Meeting and Parish Council Meeting at 7.30pm in the parish hall annexe.
