MINUTES OF ANCASTER, SUDBROOK AND WEST WILLOUGHBY PARISH COUNCIL MEETING HELD VIA VIDEO LINK (ZOOM) ON MONDAY 18 JANUARY 2021 AT 7.30PM

Present:        Cllr D Sayer(Chairman)

            and N Barker, 

In Attendance:    County Cllr R Wootten and Denise Gascoyne Parish Clerk.

Absent:        Cllrs G Nelson, Mrs V Nelson, and Mrs J Pearsey

Public Forum:    
No members of the public present.

The meeting began at 7.30pm

1.Chairman’s Welcoming Remarks:
a. The Chairman Cllr D Sayer welcomed everyone to the first meeting of 2021.

2.Apologies for Absence:
The Clerk reported that apologies for absence with valid reasons had been received from Cllr Mrs V Nelson, G Nelson, and Mrs J Pearsey

3.Declarations of Interest:
There were none.

4.To approve and accept as a true record the notes of the meeting held on 14th December 2020. The notes had been delivered to the Chairman for signing.
It was proposed, seconded and
Resolved:  by a show of hands that the minutes of the meeting held on 14th December 2020 be accepted as a true record.  The Chairman signed the minutes, and these would be returned to the Parish Clerk.

5.Report from County Councillor:
County Cllr Wootten had no update. He did however remind the parish council that the new Chief Constable Chris Hayward was interested in meeting people and suggested we write and suggest a Parish Cluster meeting.

There was no report from District Councillors.

6.Speed Watch:
a. Due to Covid19 restrictions Speed Watch was suspended for the time being.

7.Highways:
a. The Big Clean had been in Ancaster w.c 21 December 2020 and had done a really good job with the footpath between Ancaster crossroads and Rookery Lane A153. The Clerk had thanked the team. Unfortunately, some of the ‘wish list’ was not in their jurisdiction. Current situation permitting it is hoped the team will be in Ancaster  again during the last week in February. It was proposed, seconded and
Resolved:  to ask them to clear the footpath from the Old School Water Lane up to the Railway Crossing.

b. Potholes are increasing rapidly on Ermine Street. The ones repaired last week near the Railway bridge are already opening up. The Clerk agreed to take photographs of the worst potholes and send to County Cllr Wootten for him to follow up. 
Cllr Ms Fleming also said the lorries and heavy traffic were shaking the buildings and the salt etc from the road were getting into the stone. Cllr Wootten suggested contacting Highways for specialist advice. 

c. Cllr Newton had requested a meeting previously re flooding of the dykes near Long Meadow Carlton Road. He said with all the heavy rain due, something needed to be done urgently.  Cllr Wootten agreed he would ask Highways to an on-site meeting. He said it was the landowner’s responsibility, but nobody knew who the landowner was.


8.Parish Clerk Update: 
a. The Clerk reported she had still only one price for emptying dog bins in Ancaster. After a short discussion it was proposed, seconded and
Resolved: to tell the Handyman to use the purple bin at the parish hall for the time being. The Chairman was requested to put on Facebook the problems we face and why we cannot have any further dog bins.

b. The Clerk confirmed the old website was switched off on 30 December 2020. The new one is up and running and being managed by James Bell. The Clerk would forward all minutes and agendas to him. 

c. A request had been sent to LCC to refill grit bin Main Street/Carlton Road Sudbrook. Cllr Newton confirmed this had now been refilled.

9.Correspondence:
a.SKDC Pop Up Create! Arts Activity Day  had now been delayed until later in the year – circulated to all Cllrs.
b. ICCM Updates – circulated to Cllr Newton, Dr J Entwistle and  Cllr Sayer.
c. Lincolnshire Schools Admissions Policy – circulated to Cllr Sayer and Dr J Entwistle.
d. Notification if we plan any building repairs/renovation work/new build we may need Works in Progress(WIP)insurance – circulated to Cllr Sayer and Cllr Newton.
e. LALC e-news circulated to all  Cllrs.
f.LALC News No.174 – circulated to all Cllrs.
g.The ‘Clerk’ magazine – forwarded to Cllr Sayer.
h. ICCM ‘The Journal’ forwarded to Cllr Newton.

j. Notification of closure of Ermine Street Railway Bridge for maintenance (no pedestrian access) as and when required between 14.02.21 and 20.02.21 from 22.00-12.00am.

l. Safer Together Team – circulated to all Cllrs.
m. LALC Members Survey 2021 – return date 26.02.2021 – circulated to all Cllrs.
n. SKDC Parish Update – circulated to all Cllrs.

10.Cemetery/Newton Meadow: 
a. Cllr Newton had updated the burial charges for the Cemetery and Newton Meadow, and they had been circulated to all Cllrs.

Resolved: to accept the new prices and they would be charged as from 01 April 2021.

11.Grass Cutting/Grounds Maintenance:
a. Advertisements had been placed in the Grantham Journal and Sleaford Standard requesting contractors to tender for the grass cutting contract for the financial year 2021-2022. Cllr Newton said the closing date for tenders was 31 January 2021. He would produce a spreadsheet along with his recommendations, and the tenders would be discussed in Closed Session at the next meeting.

b. LCC had agreed to pay a contribution of £557.87 based on a minimum of 3 cuts Urban Highways grass cutting 2021-2022.

c. Cllr Newton requested that in support of the Governments initiative to plant millions of trees in support of the zero natural carbon target, we utilise part of the 80m x 30m wildflower meadow to the rear of the cemetery to establish a mixed orchard with a variety of fruit trees. He said we should be able to get a Community Wildlife Grant towards the cost of this.

12.Finance:
a. The Approval List for staff BACS payments had been circulated to all Cllrs.

13.Planning:
a.S20/1664 Planning permission for installation of modular staff amenity and training building New Earth Solutions(West)Ltd. FOR INFORMATION ONLY.
b.S20/1918 Planning permission for two storey side and front extension 66 Mercia Drive. FOR INFORMATION ONLY.
c.PL/0116 Planning permission to regularise the existing site infrastructure Inc. Welfare accommodation, carparking and water storage tank Copper Hill Quarry. FOR INFORMATION ONLY.
d.PL/0114 Planning permission for proposed extension and change of use Building 11 New Earth Solutions(West)Ltd. FOR INFORMATION ONLY

g. S20/1009 Planning application re-vetting of Tourist Attraction/Facility Signing Ancaster Karting and Paintball Ermine Street Ancaster.
It was proposed, seconded and
Resolved: to make no comments on this application.

14.Parish Hall:
a. The Clerk was still waiting for a quotation for a heating system in the parish hall. Cllr Sayer said he was investigating a specialist to look at the hall and decide which would be the best system for the parish hall.

15.Playing Field:
a. Nothing to report.

16.Report from Councillors:
a.Bus Shelter – Cllr Leighton had at long last managed to contact the contractor who was to put in the base for the shelter. He said this would be done in the first 10 days of February. Once that was done the bus shelter could then be erected. Cllr Leighton suggested when this was all complete, we should  consider investigating one the other side of the road. We would need to purchase a ‘bus stop’ sign and bus timetable holder.

b. Christmas 2021 – Cllr Sayer said we had now got permission to plant a Christmas Tree outside the parish hall. Cllr Newton agreed to investigate where we could purchase one to be planted. Lights etc for the tree would be considered later in the year.

c. Lighting of St Martin’s Church – Unfortunately, at this time the Church could not see a way forward with lighting the way. Cllr Sayer agreed to contact the Churchwarden to discuss.

17.Training:
a. The Clerk confirmed she would be attending virtual training via Zoon  Accounts and Audit 03 March 2021.

18.Date of Next Meeting:
a. The date of the next zoom meeting was confirmed as 15 February 2021 at 7.30pm.

There being no further business the meeting closed at 8.32pm
