MINUTES OF ANCASTER  PARISH COUNCIL MEETING HELD IN ANCASTER PARISH HALL ON 21 JUNE 2021 AT 7.30PM.

Present:            Cllr D Sayer (Chairman)
                Cllrs J Leighton, Mrs V Nelson, Dr J Entwistle, A Newton,
                Mrs J Pearsey and N Barker

In Attendance:    County Cllr R Wootten, Mrs A Hollick and Denise Gascoyne Parish Clerk

Absent:            Cllrs A Rock and Ms E Ruggaber

Public Forum:
There were no members of the public present. However, inconsiderate parking at the school had been brought to the attention of the parish council. A mobility scooter could not cross Mercia Drive due to the inconsiderate parking. Vehicles were also parking directly on corners, causing a danger to pedestrians. Cllr Newton reminded councillors that previously cones had been put out to stop vehicles parking. Cllr Dr Entwistle agreed to report the problem to the school and investigate a ‘lollipop person’. The Clerk was advised to contact the Neighbourhood Police and forward details to County Cllr Wootten.

On previous occasions the parish council had requested pelican or zebra crossings outside the co-op and opposite the Post Office. The Clerk to forward the request to Councillor Wootten.

The meeting began at 7.45pm

1.Chairman’s Welcome and Housekeeping Arrangements:
a. The Chairman David Sayer welcomed everyone to the first face-to-face meeting in the newly decorated hall since March 2020. He advised that everything had been sanitised and placed at social distancing. The doors would all be left open and the only toilet in use was the disabled one.

2.Apologies for Absence:
a. The Clerk reported that apologies for absence had been received from Cllr A Rock and Ms E Ruggaber.
It was proposed, seconded and
Resolved: that apologies for absence with valid reasons be accepted from Cllr A Rock and Cllrs Ms E Ruggaber.

3.Declarations of Interest:
There were none.

4.a.To approve and accept as a true record the notes of 
the Annual Meeting held on 05 May. It was proposed, seconded and
Resolved: to accept as a true record the notes of the Annual Meeting held on 05 May, and these were signed by the Chairman.    

                                
b. To approve and accept as a true record the notes of The Parish Council Meeting held on 05 May. There was just one slight amendment ‘and’ should read ‘an’. 
After the amendment was made It was proposed, seconded and
Resolved: to accept as a true record the notes of the Parish Council Meeting held on 05 May, and these were signed by the Chairman.

5.Vacancies for Parish Councillors:
a. The Clerk confirmed we have two vacancies for Parish Councillors. The deadline has passed for request for an election; therefore, we can now co-opt two Councillors.

b. Mrs Anne Hollick expressed an interest in becoming a parish councillor. She told Cllrs a little about herself, filled in the Declaration of Acceptance of Office and Disclosable Pecuniary Interest Form and took her place at the table. 

b. As Ms C Fleming had resigned as a parish councillor there was a vacancy for Vice-Chairman. The Chairman asked if anyone wished to take on the role of Vice-Chairman. It was proposed, seconded and
Resolved: that Mrs Vivienne Nelson be elected as Vice-Chairman of Ancaster Parish Council.

6.Report from County Councillor/District Councillor:
a. County Cllr Wootten was asked if there was any update on a reduction in speed limit for West Willoughby. He said nothing further had been received.

7.Speed Watch:
a. Cllr Newton reported there was a shortage of volunteers to carry out speed watch. Despite having 15 trained personnel, it was the same 3 or 4 available. A request for further volunteers had been put in the Around Ancaster. If more volunteers were not found this may have to cease.

8.Highways Issues:
a. Confirmation had been received that the dropped kerb would be installed near West View.

b. Nothing further had been received on the potholes near the Railway Bridge.

9.Parish Clerk Update:
a. The Clerk had reported burning of possible contaminated waste etc on the site northside of West Willoughby to the Environment Agency. They replied saying they were grateful for the information, and if it happened again report it again. It was proposed, seconded and
Resolved: to write to the Head of Environmental Health at SKDC.

b. SKDC had investigated the generator noise reported and had visited the area a couple of times and visited a complainant in their own home. Before any further action could be taken they would need to establish a nuisance at somebody’s property.

a. ICCM May member newsletter and ICCM updates – circulated to Cllr Newton, Cllr Dr Entwistle and D Sayer.

11.Cemetery/Newton Meadow:
a. Cllr Newton reported that due to the weather there had been exceptional growth. It had taken three days to cut. As the grass was so high a pot had been damaged, but the contractors had agreed to pay for a replacement.

12.Grass Cutting/Grounds Maintenance:
a. Cllr Newton reported that because of the weather the contractors were playing catch-up with all the verges. The hedge along the A153 from the crossroads to Rookery Lane was now well overgrown.  It was proposed, seconded and
Resolved: to write to the landowners and ask them to cut back the foliage. Also, to ask the Big Clean if they would revisit the village.

b. The grass near the village hall had been left for ‘no mow May’ Cllr Newton reported there could be other areas left for wildflowers to flourish in the cemetery.

c. Reports had been received that the puddles in the footpath at the back of Water Lane had been filled with slabs and mud. This was a real trip hazard.  It was proposed, seconded and

13.Finance:
a. The Approval List for Staff BACS Payments had been circulated to all Cllrs. It was proposed, seconded and
Resolved: to accept the Staff BACS Payments amounting to £1554.93 and to authorise the Clerk to make the payments.

b. The Approval List for BACS/DD Payments had been circulated to all Cllrs. It was proposed, seconded and
Resolved: to accept the BACS/DD payments below and authorise the Clerk to make the payments.

c. The Bank Reconciliations, Bank Transfers and Cashbook to 31 May 2021 had been circulated to all Cllrs.
It was proposed, seconded and
Resolved: to accept Bank Reconciliations, Bank Transfers and Cashbook to 31 May 2021.

d. The Clerk confirmed the AGAR has been submitted to the external auditor PKF Littlejohn. FOR INFORMATION ONLY.

e. The Clerk confirmed the Community Grant from SKDC had been received. FOR INFORMATION ONLY.

f. A request for a donation towards the Around Ancaster had been received from St Martin’s Church. The clerk explained that the magazine used to be printed at the parish hall and we used to provide them with paper. It was noted by one councillor that despite requests they had not been invoiced for advertising which was disappointing given their funds are clearly low. It was noted that we do put the parish council information in the magazine each month for free. It was proposed, seconded and
Resolved: to donate £150.00 towards the cost of the magazine.

14.Planning:
a. S21/0363 Planning permission to construct new showroom and offices Castle Quarry. Sleaford Road. FOR INFORMATION ONLY.
b. 21/0418 Planning permission for formation of Solid Recovered Fuel (SRF) bale storage areas. New Earth Solutions(West)Ltd. FOR INFORMATION ONLY.
c. S21/0011 Planning permission for equestrian yard Subrook House. FOR INFORMATION ONLY.
d. S21/0544 – CS21/0544 Certification of lawful use or development (proposed) single storey extension to garage. 1 North Drive. FOR INFORMATION ONLY.
e. Update Wildlife and Countryside Act 1981 Restricted Byway 12 with a width. FOR INFORMATION ONLY

f.S21/1127 Planning application Single storey rear extension 2 Heath Farm Cottages Sudbrook. It was proposed, seconded and
Resolved: to make no comments on this application.

g.S21/1056 Planning application for residential development of 29 dwellings. 1 Station Approach.  Cllrs had made a few comments. It was proposed, seconded and
Resolved: thar Cllr Sayer would put comments together and these would be forwarded to SKDC Planning.

15. Parish Hall:
a. Under emergency spending the Chairman had authorised the children’s soft play area at the side of the parish hall to be cleaned. As that really improved the area, the rest of the carpark was also done. Cllrs all thought it looked much better. It was proposed, seconded and
Resolved: this would be done once a year.

16.Playing Field:
a. The playing field had requested a loan of £5000 from Ancaster Parish Council. However, there were unanswered questions that needed clarifying before this could be considered. It was proposed, seconded and
Resolved: to defer this to the next meeting and ask a representative to attend.

17.Report from Councillors:
a. Cllr Entwistle asked that any initiatives ongoing with the school should be directed to the headteacher, so we have one clear point of communication. 

18.Training:
a. The Clerk confirmed Cllr Leighton will attend the zoom training Understanding the Planning System on 22.06.21.

19. Date of Next Meeting:
a. The date of the next meeting was noted as 19 July 2021 at 7.30pm in the parish hall.
