MINUTES OF ANCASTER, SUDBROOK AND WEST WILLOUGHBY PARISH COUNCIL MEETING HELD VIA VIDEO LINK (ZOOM) ON MONDAY 19 APRIL 2021 AT 7.30PM.

In attendance:    County Cllr R Wootten(8.15pm) District Cllr I Stokes, a representative from the playing field  and Denise Gascoyne Parish Clerk.

Public Forum:
There were no members of the public present.  Cllr Dr Entwistle asked if the Post Office had been registered as a Community Asset? The Chairman said no, we had been asked this before when the Ermine Way Public House was for sale. Registering anything as a ‘community asset’ would mean we have the option to purchase it if it were up for sale, but at market rates, this would mean significant funding would be required.

Graham Nelson had sent his resignation as a councillor. Unfortunately, his work commitments made it difficult for him to continue. The Chairman thanked him and wished him well for the future.

Numerous complaints have been received about the generator noise from land northside of Willoughby Road. It was also alleged fridges were being burnt on the site. Environmental Health had been informed. District Cllr Ian Stokes had also reported this issue, he would report it again in the morning and request a site visit.

It was noted that two lorries in the space of a week had hit the railway bridge on Ermine Street. 

Cllr Barker reported that a glass bottle had been broken on the corner of Brookside. The Community Cleaner would be asked to clear it up.

2.Apologies for Absence:
a. The Clerk reported that apologies for absence with valid reasons had been received from Cllrs Ms C Fleming, Mrs J Pearsey, J Leighton and A Rock

Resolved: that apologies for absence with valid reasons be accepted from Cllrs Ms  C Fleming, Mrs J Pearsey, J Leighton and A Rock.                                                                        
3.Declarations of Interest: There were none.

4.To approve and accept as a true record the notes of the meeting held on 15 March 2021. Cllr Dr Entwistle asked for item 11e to be changed to read ‘had been received towards the Community Orchard’ from ‘had been received towards the Community Orchard had been received’.
It was proposed, seconded and
Resolved: that after the amendment had been received the minutes of the meeting held on 15 March 2021 be accepted as a true record. These would be signed by the Chairman and returned to the Clerk.

5.Report from County Councillor/District Councillor:
a. County Cllr Wootten had nothing to report.

b. District Cllr Ian Stokes had nothing to report except to say nothing further had been received from SKDC re dog waste. He said Cllrs Mrs Rosemary Kaberry-Brown had trouble with her I Pad so sent her apologies. 

6.Speed Watch:
a. The first Community Speed Watch has taken place since lockdown, with 288 vehicles passing in the hour. 14 were recorded just over the speed limit. Another would take place this week.
    
7.Highways Issues:
a. Cllr Mrs Pearsey as a parishioner had written to Highways and copied in Cllr Wootten asking for an update on the reduction of speed limit in West Willoughby. Highways had responded to say it was being addressed along with many other speed limit proposals.

b. The Clerk had  reminded County Cllr Wootten that we were still waiting for the dropped kerb at West View. The Highways manager had agreed to look at this again. We understand that a parishioner in a wheelchair must go onto the road for a section due to this kerb not being dropped, which clearly is unacceptable.

8.Parish Clerk Update:
a. Wilsford Parish Council would be having dog poo bag dispensers in the village, hoping to educate people about picking up dog mess. After a short discussion, it was proposed, seconded and
Resolved:  to see how this works in Wilsford before investigating.

b. The Clerk reported that the cancelled Ancaster Arts Day was now scheduled to take place on 05 June. The theme would probably be Tall Thrift. Cllr A Newton and the Clerk would meet the organisers on Thursday.

c. The Big Clean should have visited the village on 26 March 2021. However, they have been delayed, but hopefully would visit within the next few weeks.

d. SKDC had visited the land northside of Willoughby Road following the complaint of the generator noise. The outcome of this visit was currently unknown. This had been discussed in the Open Forum.

e. Planning enforcement had forwarded our request to Building Control re old garage on Ermine Street. To date nothing further had been received. However, it was noted that some minor remedial work had taken place.

f. As the new bus shelter had been installed and the  community orchard started, it was agreed that we should have some publicity and photographs. We already had some good community orchard ones, and the clerk would arrange for photographs at the bus shelter.

j. Information about dog thefts from Lincolnshire Police – circulated to all Cllrs.
k. ‘Bump’ up you support for road safety by displaying ‘Slow Down Lincolnshire stickers’ Lincolnshire Police – circulated to all Cllrs.

10.Cemetery/Newton Meadow:
a. Cllr Newton reported that all the discs had now been placed on the beams in Newton Meadow. He would wait for another week to see if the cemetery is cut by the contractor, if not the cages would be placed round the tall thrift as per the CES agreement.

11.Grass Cutting/Grounds Maintenance:
a. After a meeting with Highways who said they would clear the ditches on Carlton Road without prejudice, a date had not been given. Therefore, the Clerk to keep this on the agenda until the work was done.

b. Cllr Newton and his wife had completed a litter pick on Rookery Lane and filled 6 bags of litter. Parishioners had also cleared Fir Tree Lane. Cllr Newton said he would clear towards the valley. 

The Community Cleaner would be asked to clean up to the gates on Ermine Street.
A formal letter would be sent to Mid-UK asking them to do a litter pick on the High Dyke.

12.Finance:
a. The following BACS Payments had been made retrospectively as it was the end of the financial year.

g. The Clerk confirmed she had requested a VAT repayment of £3107.65. This had now been received.

13.Planning:
a. Regarding the land northside of Willoughby Road, the Enforcement Officer reported they were expecting a new planning application following the service of a Section 330 requisition Notice last year. He said he would be writing again to reiterate their intention to serve an enforcement notice.

b. PL/0034 Planning application for formation of sold recovered fuel (SRF) bale storage areas New Earth Solutions(West)Ltd (adjoining parish consultation).
It was proposed, seconded and
Resolved: to make no comments on this application.

                        
c. PL/0034 Planning application to vary condition 4 of planning permission to increase  height of externally stacked bales of solid recovered fuel (SRF) from 4 metres to 4.5 metres New Earth Solutions(West)Ltd (adjoining parish consultation).
It was proposed, seconded and
Resolved: to make no comments on this application.

d. Notification of timetable for Order – Addition of restricted byway 1156 and record part of restricted byway 12 with a width. Definitive map modification order 2019.
It was proposed, seconded and
Resolved: that the Parish Council could do nothing about this, the council did however, believe it was not in the public interest to proceed with this.

e. S21/0121 Planning permission for variation of condition 2 Beechwood House, West Willoughby. FOR INFORMATION ONLY.

f. S20/2193 Planning permission for single storey rear extension 25 Angel Court. FOR INFORMATION ONLY.


14.Parish Hall:
a. The Clerk confirmed that current Government guidelines will allow the Parish Hall to reopen fully as from 21 June. The only groups permitted at present is supervised children’s groups. As further restrictions were being lifted in May, it was proposed, seconded and
Resolved: to allow the Clerk and Caretakers to decide whether any further bookings could take place before June.

15. Playing Field: 
a. Steve Hall a representative of the playing field attended the meeting. He was applying for a £5000 grant towards equipment on the playing field. This would benefit the whole community, with outdoor exercise equipment etc. He asked if the parish council would donate 10% towards this i.e., £500.00. The Parish Council commented upon the cost of this equipment and suggested a 3 or 4 phase installation over the next few years with each phase using grant money if available, the suggestion is to install equipment for teens and adults as well as eventually updating or adding to the  current equipment, we would be looking at Practice walls, table tennis tables, outdoor exercise machines etc. Closing date for phase 1 application is 23rd July.
After a short discussion, it was proposed, seconded and
Resolved: that if needed the Parish Council would donate £500.00

b. The playing field were noticeably short of funds due to the pandemic. They have the insurance to pay and the grass needs cutting. If possible this would be done by a volunteer, but if not the playing field may come back to the parish council and ask for a donation towards this. It was noted that most of any money raised in future via the use of the playing field should go to either the playing field or one of its users, especially the village fetes. It was further noted that next year is the Queens 70 years on the throne and the 2nd of June is a celebration of this, so a village fete would be a good way to celebrate and raise money.

15.Report from Councillors:
a. Cllr Newton reported that Phase 1 of the Community Orchard is complete with all trees in. However, he was concerned about the lack of water and may have to take water out of the beck. It was suggested if he needed a long hose or anything to purchase it as part of the expenses of the Community Orchard.  
A grant from Lincolnshire County Council Community Wildlife had been secured for Phase 2 and would buy further Apple trees from East of England Apples & Orchards in December. Cllr Newton asked if Cllr Dr Entwistle could discuss this with the school to see if children would help to plant maybe at half term in February.

b. It was proposed, seconded and
Resolved: that Cllr Newton go ahead and purchase a Christmas Tree for the verge near the Parish Hall. Electricity supply and decorations would be  considered nearer Christmas.

16.Training:
a. The following training courses via Zoom are on offer from LALC. If any Cllr wishes to attend, please inform the Clerk.
a. New Councillor Training 29 April 6pm to 9pm.
b. Planning 28 April 1pm to 4pm
c. Planning 22 June 6pm to 9pm
d. Councillor Training Sessions 15th and 16th June 10am to 1.30om (need to attend both sessions).

17.Date of Next Meeting:
a. As face-to-face meetings should take place as from 07 May, it was proposed, seconded and
Resolved: that we hold the Annual Meeting on Wednesday 05 May at 7.30pm immediately followed by the Parish council meeting that would have taken place on 17 May.

1.Election of Chairman:
The Parish Clerk asked if anyone was willing to stand as Chairman. It was proposed, seconded and 
Resolved: by a show of hands that Cllr David Sayer be re-elected as Chairman of Ancaster Parish Council. Cllr D Sayer signed the formal Declaration of Acceptance of Office as Chairman. This would be returned to the Clerk and countersigned as Proper Officer of the Council. One copy would be sent to the Monitoring Officer and a copy put on the website.

2.Election of Vice-Chairman:
The Chairman asked if anyone was willing to stand as Vice-Chairman. It was proposed, seconded and
Resolved: by a show of hands that Cllr Ms C Fleming be re-elected as Vice-Chairman of Ancaster Parish Council. Cllr Ms C Fleming had sent her apologies and would sign the formal Declaration of Acceptance, and this would be returned to the Clerk and countersigned as Proper Officer of the Council. One copy would be sent to the Monitoring Officer and a copy put on the website.

3.Election of Finance Officer:
It was proposed, seconded and
Resolved: by a show of hands that Cllr Ms C Fleming be re-elected as Finance Officer.

4.To receive Declarations of Acceptance of Office and Members’ Disclosable Pecuniary and other Interests:
All other Cllrs signed the Declaration of Acceptance of Office and all Cllrs updated Members’ Disclosable Pecuniary and other interests. These would be returned to the Clerk as Proper Officer of the Council. One copy would be sent to the Monitoring Officer and a copy put on the website.

b. Section 2 Accounting Statement 2020/2021 of the AGAR had been circulated to all Cllrs. It was proposed, seconded and

Public Forum:
District Cllr Mrs Rosemary Kaberry-Brown congratulated the parish council in its entirety  on all that they have done during this difficult year with COVID. She thanked the Chairman and Clerk for keeping everything going.

Cllr Sayer had received a complain about the number of lorries using the village. The Clerk had also received a similar email. This had been discussed with Highways before, and as this was a thoroughfare there was nothing anybody could do. 

An enquiry had also been received asking if the new parking regulation banning pavement parking becomes law is there any plans to provide off road parking. District Cllr Mrs Kaberry-Brown said that some of the parking problems was caused by the Planning Authority not ensuring there is enough land available for parking, when permitting applications. 

A parishioner had contacted the Parish Clerk after receiving a notification about a ‘Next-door Ancaster App’ and asked if this was a scam. The Chairman said it was not a scam and safe to use.

5.Report from County Councillor/District Councillor:
a. County Cllr R Wootten reported that he had reported all the potholes when he had been out and about. He also said no money had been paid to LCC re the Sudbrook quarry development. The land had been planted with crops, so nothing would happen this year. It was questioned as to whether there was a time limit on the planning application.

b. District Cllr Mrs R Kaberry-Brown said Rookery Lane needed lights for the children having to walk to and home from the bus stop.

6.Speed Watch:
a. Cllr A Newton reported that Speed Watch sessions were now taking place.

7.Highways Issues:
a. It was reported no further information had been received re reduction in speed limit at West Willoughby. 

b. County Cllr Wootten reported that the dropped kerb would be done. Due to utilities, they will have to venture into the verge in-front of the Co-op rather than just dropping the kerb at the end of footway.

8.Parish Clerk Update:
a. The Big Clean had been in Ancaster earlier in the week. They had cleared the verge etc around Brookside and it looked very professional. They had been asked to clear Pottergate Road, but this had not been done. Cllr Sayer said this was a success for SKDC.

b. The Clerk had reported the generator noise and the burning of fridges on the land northside of Willoughby Road. Cllrs were concerned about this and after a discussion, it was proposed, seconded and
Resolved: to contact The Environment Agency.

c. The old garage on Ermine Street was in a state of disrepair. Also, the stone wall near the cemetery was falling and becoming a danger.  It was proposed, seconded and 
Resolved: to contact the owners of the garage and of the wall and ask them to make them safe.

d. The latest information re holding ‘COVID-Safe’  Council meetings had been circulated to all Cllrs. Any updates would be forwarded when received.

e. It had been reported there was excess litter on the car park and approach road to the Co-Op. It was proposed, seconded and

10.Cemetery:
a. The fruit trees in the Community Orchard have all been watered. A working party will be set up soon.

11.Grass Cutting/Grounds Maintenance:
a. To date the ditches on Carlton Road had still not been cleared. 

b. Cllr Newton had requested that the side of the Parish Hall is left in support of the ‘No May Mow’ initiative. A parishioner, a member of the  Botanical Society had contacted Cllr Newton and they would meet in the cemetery and look at a reduced mowing regime in the Southeast Quarter. Cllr Dr Entwistle had spoken to the school about getting involved in the Community Orchard. It was hoped that as restrictions are slowly lifted, the children will be able to get involved in Community Projects again.

13.Planning:
a. The Senior Planning Enforcement Officer reported that the owners of the land northside of Willoughby Road should be receiving an Enforcement Notice in the coming weeks.

14.Playing Field:
a. Cllr Sayer reported that the Playing Field Committee had put in an application to the Football Foundation for machinery and a container. The application needed the Parish Council to support this and confirm they could fund 50% in partnership funding of £4743.00  Ancaster Parish Council/Ancaster Athletic £2371.50 each. It was proposed, seconded and
Resolved: this would be discussed fully at the next Parish Council Meeting.

b. The Parish Clerk reported that cutting of the playing field had been suspended through lack of funds. A volunteer would cut the playing field itself, but the children’s area was a concern and needed cutting. Cllr Rock reminded the parish council that we always used to donate an amount for the grass cutting. After a short discussion, it was proposed, seconded and
Resolved: to pay the grass cutting for the children’s area. Cllr Newton would get a quotation for it to be added to the grass cutting contract.

15.Report from Councillors:
a. Cllr Newton reported that he had looked at Christmas Trees. The only ones he could find was from Paramount Nursery. Cllr I Stokes had donated £500 of his Councillor grant to the tree, and this had been submitted for payment. It was proposed, seconded and
Resolved: that The Parish Clerk would raise an order and Cllr Newton would organise the delivery of a tree.

16.Training:
a. Nothing to report this month. Cllr Sayer asked the Clerk to list any training on the next agenda.

17.Date of Next Meeting:
a. The next meeting was scheduled for 21 June 2021.  Due to Government Guidelines face-to-face meetings should take place after 07 May. Therefore, the next meeting would be held in the parish hall at 7.30pm.
