MINUTES OF ANCASTER, SUDBROOK AND WEST WILLOUGHBY PARISH COUNCIL MEETING HELD ON 19 JULY 2021 AT 7.30PM    

Present:            Cllr D Sayer (Chairman)
Cllr Mrs V Nelson(Vice-Chairman) Cllrs A Rock, J Leighton, A Newton, Mrs A Hollick, N Barker, Mrs J Pearsey, and Dr J Entwistle.    

In Attendance:    County Cllr R Wootten, District Cllr I Stokes, Steve Hall, representative of the playing field, one member of the public and Denise Gascoyne Parish Clerk

Absent:            Cllr Ms E Ruggaber

Public Forum:
Philip Entwistle was interested in producing a Neighbourhood Plan for Ancaster. He explained that to produce such a plan was a long and involved project taking approximately 2 to 3 years to complete. Initially a working group would be set up comprising of local businessmen, parishioners, and parish councillors.  There is up to £10,000 available in Government money to help finance this. He had approached parish councils who had already produced a plan, and they felt they would recommend others to  produce one. It would be tailored to our needs and once passed would have to be taken into consideration when future building took place in the parish. It was agreed that once Mr Entwistle had obtained his Masters in a couple of months to look at this again. It was suggested that this could be part of the Annual Parish Meeting which would be arranged at a later date.

The Clerk had received a complaint about the dropped kerb Ermine Street/Waterwell Lane filling with mud, making it very difficult for wheelchair users. The Clerk was asked to contact SKDC and ask for the road sweeper to visit.

The meeting began at 7.50pm

4.To approve and accept as a true record the notes of the meeting held on 21 June 2021. It was proposed, seconded and

Playing Field:
a. The Chairman asked if  item 14  could be brought forward and discussed.

5.Report from County Councillor/District Councillor:
a. Cllr Wootten reported there was no update on the Speed Limit for West Willoughby, although there were 130 requests for speed limits. Cllrs agreed it should be kept on the agenda.
b. Cllr Wootten reported that substantial patching/resurfacing of Ermine Street would take place, but no date had been set.  
c. Cllr Wooten reported that a crossing of some sort would be discussed on Thursday. He would be meeting a Highways representative on site. He could not give any indication as to whether this would be an island or a zebra crossing.
d. Cllr Wootten reported that the Sudbrook Quarry had still not paid any money over so nothing further to report.
e. District Cllr Ian Stokes had nothing to report.

6.Speed Watch:
a. Cllr Newton told the meeting that he had advertised for volunteers to participate in the Community Speed Watch. He had received one reply. He had requested an update as to how many sessions had been completed and number of vehicles etc. Next week (w.c 26 July) Lincolnshire Police are taking part in the NPCC Speed Campaign which will consist hopefully of more enforcement than usual. It was hoped that Ancaster could take part by holding more sessions.

7.Highways Issues:
a. The dropped kerb work had been authorised on 05 May 2021. To date nothing had been done. County Cllr Wootten agreed to request an update from Highways.
b. Cllr Newton said the recent thunderstorms and downpours had results in sandbags being deployed to two properties in the cul-de-sac in Sudbrook. At  one point there was 10” water in front of the houses as it cascaded down Heath Lane. Witham Drainage had stated that the action which is planned will be adequate. Cllr Wooten agreed to contact Highways for an update.
c. The major scheme was discussed in 5(b)above.
d. It was noted that Caythorpe  Parish Council had requested yellow double lines outside their school. County Cllr Wootten agreed to forward a request for double yellow lines on Mercia Drive outside Ancaster School.

8.Parish Clerk Update:
a. Wall Church Lane – After a short discussion it was agreed that Cllr Newton would provide contact details of Lincs Wildlife Trust  to pass on to the landowner who may be able to assist.
b. Old Garage Ermine Street – The wall had now been repointed.
c. Unauthorised removal of tree St Martins Way - The Clerk had sent a reminder to County Cllr Wootten to investigate.

d. SKDC had said they would request the Neighbourhood Team to investigate burning contaminated waste. 

e. The Scheduled Monument/Old village cross had been damaged. County Cllr Wootten had contacted Highways who had confirmed that a chain could be put round the bollards to prevent any future damage. English Heritage had been contacted but to date had not responded. It was proposed, seconded and
Resolved: to investigate the purchase of a chain to connect the bollards.

f. The Clerk had requested the Big Clean come to Ancaster and clear the overhanging foliage on the A153 footpath between the traffic lights and Rookery Lane. However, SKDC confirmed they would not be back into the village until December.
It was noted that Woody’s had cut back the trees, but the other landowner would be reminded.
g. The neighbourhood plan had been discussed in the Public Forum.
h. The Queen’s Platinum Jubilee takes place on 22 June 2022. It was suggested we may purchase a Beacon. This would be discussed with the playing field and put on a future agenda.

i.The footpaths officer had inspected the footpath behind the old school and said it was in a similar condition as it had been last time. He agreed the paving slabs were not suitable for filling potholes but felt they were not causing a trip hazard at this time. He said the footpath would need refurbishing at some point in the next year.

10.Cemetery/Newton Meadow/Churchyard:
a. Cllr Newton welcomed Cllr Mrs Hollick to the Cemetery working party. He said she had visited the cemetery and was up to date with procedures. He said the Tall Thrift has set to flower really well this summer and the protective cages removed, which means that the whole cemetery can be cut on its next cut. Most of the ragwort has been pulled, he said he had started early to stop it seeding.
He had contacted Pest Control re the moles in the cemetery.

11. Grass Cutting/Grounds Maintenance:
a. The grass contractor had reimbursed the parish council after a pot had been unfortunately broken in the cemetery.

12.Finance:
a. The Approval List for Staff BACS payments had been circulated to all Cllrs. It was proposed, seconded and
Resolved: to accept the Staff BACS payments amounting to £1629.80 and to authorise the Clerk to make the payments.

b. The Approval List for BACS/DD payments had been circulated to all Cllrs. It was proposed, seconded and
Resolved: to accept the BACS/DD payments listed below  and authorise the Clerk to make the payments.

c. The Bank Reconciliations, Bank Transfers and Cashbook to 30 June 2021, had been circulated to all Cllrs.
It was proposed, seconded and
Resolved: to accept Bank Reconciliations, Bank Transfers and Cashbook to 30 June 2021. These were signed by the Chairman.

d. The Clerk confirmed that the Cllr grant from District Cllr Stokes had been received. The Chairman thanked District Cllr Stokes and confirmed the £500 would be allocated to the Christmas Tree.


13. Planning:
a. S21/1045 the Clerk confirmed out comments had been forwarded to SKDC Planning.

b. S21/1227 Application to manage Cotoneaster and apple tree 19a  Ermine Street.
It was proposed, seconded and
Resolved: to make no comments on this application.

c. PL/0087/21 Planning application (adjacent Parish Council notification) retention of fire  suppression system water storage tank and containerised pump/switch gear unit upon land adjoining building 3B. New Earth Solutions(West) Ltd. It was proposed, seconded and
Resolved: to make no comments on this application.

14. Playing Field:
a.Steve Hall representative of the playing field told the meeting they had completed all the criteria which would enable them to get a grant from the Football Association, except for a loan from the Parish Council of £4700.00. Cllrs discussed the project, and it was suggested that we could offer an interest free loan over 5 years.
It was proposed, seconded and
Resolved: unanimously by a show of hands to grant the loan to the playing field. The Clerk would draw up a contract supporting this.


15. Parish Hall:
a. Minor damage had been caused to the grill on the side of the annexe. This would be replaced by the caretaker.

16. Vacancy for Parish Councillor
a. The Clerk confirmed we may now co-opt a parish councillor after the resignation of Ms Cynthia Fleming.

17. Report from Councillors:
a. Cllr Leighton reported that he had attended the planning event, which he found interesting. He said he could see no reason why Ancaster would not qualify for a pedestrian crossing or two. He suggested on opposite the entrance to the medical centre and one near the Co-op. 
County Cllr Wooten had already said he would be attending a site meeting to discuss one near the Co-op.

b. Cllr Dr Entwistle had become Chair of Governors at Ancaster School. She was congratulated by the Chairman. She said that despite the pandemic the school had had a very good year. She said she had to attend quite a lot of training.

c. Cllr Sayer said the tree was now in situ. He had requested a quotation for installing multi-coloured outside lights on the tree. It would be discussed at a future meeting of when the switch on would be.

18.To resolve to adopt the following updated policies.
a. The updated Standing Orders had been circulated to all Cllrs.

b. The updated Financial Regulations had been circulated to all Cllrs.

c. The updated Code of Conduct had been circulated to all Cllrs.

19.Training:
a. The Clerk was asked to list any training on future agendas. If anyone wished to attend Training they should contact the Clerk who will book them in. Most training is still by Zoom, although there will now be some face-to-face meetings.

20. Date of Next Meeting: 
a. The date of the next meeting was noted as 20 September 2021 at 7.30pm in the parish hall.
