MINUTES OF ANCASTER, SUDBROOK, AND WEST WILLOUGHBY PARISH COUNCIL MEETING HELD ON 05 MAY 2021 via VIDEO LINK (ZOOM) IMMEDIATELY FOLLOWING THE ANNUAL MEETING AT 19.45PM
Present: Cllrs D Sayer, Mrs V Nelson, N Barker, A Rock, A Newton, Dr J. Entwistle and J Leighton
In Attendance: County Cllr R Wootten, District Cllrs I Stokes and Mrs Kaberry-
Brown, and Denise Gascoyne Parish Clerk.
Absent: Cllrs Mrs J Pearsey, Ms C Fleming and Ms E Ruggaber
Public Forum:
District Cllr Mrs Rosemary Kaberry-Brown congratulated the parish council in its entirety on all that they have done during this difficult year with COVID. She thanked the Chairman and Clerk for keeping everything going.
Cllr Sayer had received a complain about the number of lorries using the village. The Clerk had also received a similar email. This had been discussed with Highways before, and as this was a thoroughfare there was nothing anybody could do.
An enquiry had also been received asking if the new parking regulation banning pavement parking becomes law is there any plans to provide off road parking. District Cllr Mrs Kaberry-Brown said that some of the parking problems was caused by the Planning Authority not ensuring there is enough land available for parking, when permitting applications.
A parishioner had contacted the Parish Clerk after receiving a notification about a ‘Next-door Ancaster App’ and asked if this was a scam. The Chairman said it was not a scam and safe to use.
The meeting began at 20.08pm
1.Chairman’s Welcoming Remarks:
The Chairman welcomed everyone to the meeting.
2.Apologies for Absence:
a. The Clerk reported that apologies for absence with valid reasons had been received from Cllrs Ms C Fleming, Mrs J Pearsey, and Ms E Ruggaber.

3.Declarations of Interest:
There were none.
4.To approve and accept as a true record the notes of the meeting held on 19 April 2021. It was proposed, seconded and
Resolved: by a show of hands that the notes of the meeting held on 19 April 2021 be accepted as a true record. These would be signed by the Chairman and returned to the Clerk.
5.Report from County Councillor/District Councillor:
a. County Cllr R Wootten reported that he had reported all the potholes when he had been out and about. He also said no money had been paid to LCC re the Sudbrook quarry development. The land had been planted with crops, so nothing would happen this year. It was questioned as to whether there was a time limit on the planning application.
b. District Cllr Mrs R Kaberry-Brown said Rookery Lane needed lights for the children having to walk to and home from the bus stop.
6.Speed Watch:
a. Cllr A Newton reported that Speed Watch sessions were now taking place.
7.Highways Issues:
a. It was reported no further information had been received re reduction in speed limit at West Willoughby.
b. County Cllr Wootten reported that the dropped kerb would be done. Due to utilities, they will have to venture into the verge in-front of the Co-op rather than just dropping the kerb at the end of footway.
8.Parish Clerk Update:
a. The Big Clean had been in Ancaster earlier in the week. They had cleared the verge etc around Brookside and it looked very professional. They had been asked to clear Pottergate Road, but this had not been done. Cllr Sayer said this was a success for SKDC.
b. The Clerk had reported the generator noise and the burning of fridges on the land northside of Willoughby Road. Cllrs were concerned about this and after a discussion, it was proposed, seconded and
Resolved: to contact The Environment Agency.
c. The old garage on Ermine Street was in a state of disrepair. Also, the stone wall near the cemetery was falling and becoming a danger. It was proposed, seconded and
Resolved: to contact the owners of the garage and of the wall and ask them to make them safe.
d. The latest information re holding ‘COVID-Safe’ Council meetings had been circulated to all Cllrs. Any updates would be forwarded when received.
e. It had been reported there was excess litter on the car park and approach road to the Co-Op. It was proposed, seconded and
Resolved: to ask them if it was possible to try to keep the area clear of rubbish.
9.Correspondence:
a. ICCM Newsletter – circulated to Cllrs Newton. Dr Entwistle and D Sayer.
b. LALC e-news – circulated to all Cllrs.
c. Local Councils Update – forwarded to Cllr Sayer.
d. Confirmation had been received that counter service will no longer be available at HSBC Grantham as from August 2021.
e. LCC Town & Parish Newsletter – circulated to all Cllrs.
10.Cemetery:
a. The fruit trees in the Community Orchard have all been watered. A working party will be set up soon.
11.Grass Cutting/Grounds Maintenance:
a. To date the ditches on Carlton Road had still not been cleared.
b. Cllr Newton had requested that the side of the Parish Hall is left in support of the ‘No May Mow’ initiative. A parishioner, a member of the Botanical Society had contacted Cllr Newton and they would meet in the cemetery and look at a reduced mowing regime in the Southeast Quarter. Cllr Dr Entwistle had spoken to the school about getting involved in the Community Orchard. It was hoped that as restrictions are slowly lifted, the children will be able to get involved in Community Projects again.
12.Finance:
a. The Approval List for Staff BACS Payments had been circulated to all Cllrs.

Resolved: by a show of hands to accept the Staff BACS Payments amounting to £1554.93 and authorise the Clerk to make the payments.
b. The Approval List for other BACS/DD Payments had been circulated to all Cllrs.

Resolved: by a show of hands to accept the Bank Reconciliations, Bank Transfers and Cashbook to 30 April 2021. The Chairman would sign and return to the Clerk.
13.Planning:
a. The Senior Planning Enforcement Officer reported that the owners of the land northside of Willoughby Road should be receiving an Enforcement Notice in the coming weeks.
b. S21/0320 Planning permission upgrading of existing access to form new temporary construction access Land western edge of B6403 High Dyke (North Rauceby) FOR INFORMATION ONLY.
c. 21/0424 Planning permission to vary condition 4 to increase height of externally stacked bales of Solid Recovered Fuel (SRF) from 4metres to 4.5metres at New Earth Solutions. FOR INFORMATION ONLY.
d. Planning appeal 63 Ermine Street – erection of garage with rooms above.
14.Playing Field:
a. Cllr Sayer reported that the Playing Field Committee had put in an application to the Football Foundation for machinery and a container. The application needed the Parish Council to support this and confirm they could fund 50% in partnership funding of £4743.00 Ancaster Parish Council/Ancaster Athletic £2371.50 each. It was proposed, seconded and
Resolved: this would be discussed fully at the next Parish Council Meeting.
b. The Parish Clerk reported that cutting of the playing field had been suspended through lack of funds. A volunteer would cut the playing field itself, but the children’s area was a concern and needed cutting. Cllr Rock reminded the parish council that we always used to donate an amount for the grass cutting. After a short discussion, it was proposed, seconded and
Resolved: to pay the grass cutting for the children’s area. Cllr Newton would get a quotation for it to be added to the grass cutting contract.
15.Report from Councillors:
a. Cllr Newton reported that he had looked at Christmas Trees. The only ones he could find was from Paramount Nursery. Cllr I Stokes had donated £500 of his Councillor grant to the tree, and this had been submitted for payment. It was proposed, seconded and
Resolved: that The Parish Clerk would raise an order and Cllr Newton would organise the delivery of a tree.
16.Training:
a. Nothing to report this month. Cllr Sayer asked the Clerk to list any training on the next agenda.
17.Date of Next Meeting:
a. The next meeting was scheduled for 21 June 2021. Due to Government Guidelines face-to-face meetings should take place after 07 May. Therefore, the next meeting would be held in the parish hall at 7.30pm.
There being no further business, the meeting closed at 21.23pm.
