Dear Councillor,

You are hereby summoned to attend the next meeting of ANCASTER, SUDBROOK, AND WEST WILLOUGHBY PARISH COUNCIL to be held on 21 June 2021    in the Parish Hall  at 7.30pm.

Prior to the commencement of the meeting there will be a 10-minute Public Forum when members of the public may address or put questions to the Parish Council on any matter connected with the Agenda, or for inclusion on a future Agenda. Anyone wishing to attend the Parish Council Meeting MUST inform the Clerk by FRIDAY 18 JUNE.

AGENDA

1.   Chairman’s Welcome and Housekeeping Arrangements.

2.   Apologies for Absence: To receive and accept apologies where valid reasons for absence have been given to the Parish Clerk prior to the meeting.

3.   Declarations of Interest: To receive Declarations of Interest under the Localism Act 2011 – being any pecuniary or non-pecuniary interest in Agenda items not previously noted on Members’ Register of interest and any written requests for dispensation.

4.   To approve and accept as a true record the notes of 

a.   The Annual Meeting 05 May 2021

b.   Parish Council Meeting 05 May 2021 and to authorise the Chairman to sign the official minutes.

5.   Vacancies for Parish Councillors:

a.   To confirm we have two vacancies on the Parish Council.

b.   To appoint a Vice-Chairman.

6.   Report from County Councillor/District Councillor:

a.   Reports (If any) circulated to all Cllrs.

7.   Speed Watch: - Update  next month.

8.   Highways: - see attached.

9.   Parish Clerk Update: 

a.Update from Environment Agency – already circulated.

b. Update re Generator noise – already circulated.

10.   Correspondence: - See attached List.

11.   Cemetery/Newton Meadow: - Report(if any) – circulated before meeting.

12.   Grass Cutting/Grounds Maintenance: Update on biodiversity/no mow (report if any) – circulated before meeting.

13.   Finance:

a.   To resolve to approve Staff BACS Payments as per the approval list.

b.   To resolve to approve Cheque/DD Payments as per the approval list.

c.   To resolve to accept Bank Reconciliations, Bank Transfers and Cashbook to 31 May 2021

d.   Confirmation AGAR has been submitted to external auditor PKF Littlejohn.

e.   Confirmation Community Cleaner Grant has been received.

14.   Planning: To consider and make observations on all planning applications.

f.   S21/1127 Planning application single storey rear extension 2 Heath Farm Cottages Sudbrook.

g.   S19/1244 Notice of decision on application for determination of conditions to which a mineral site is to be subject Sudbrook Quarry – circulated to all Cllrs.

h.   S21/1045 Planning application residential development 29 dwellings 1 Station Approach.

a.   Details of Funding application and Parish Council involvement – Cllr D Sayer.

a.   Confirmation Cllr Leighton will attend the zoom Understanding the Planning System training 22.06.21. FOR INFORMATION ONLY.

19.   Date of Next Meeting:

a.   To note the next meeting as 19 July 2021 at 7.30pm in the parish hall.

8.HIGHWAYS ISSUES:

a.Dropped kerb West View has been authorised – date to be announced.

b. Nothing further to report on potholes.

9.PARISH CLERK UPDATE:

The Clerk had reported burning of waste etc on the site northside of West Willoughby to the Environment Agency. They replied saying they were grateful for the information, and if it happened again report it again.

c. S21/0011 Planning permission for equestrian yard Sudbrook House.

d. S21/0544 Certificate of lawful use or development (proposed) single storey extension to garage 1 North Drive.

a. To confirm cleaning soft play area had been authorised under ‘emergency spending’ and order sent.
