Dear Councillor,

You are hereby summoned to attend the next meeting of ANCASTER, SUDBROOK, AND WEST WILLOUGHBY PARISH COUNCIL to be held on  17 April 2023      
In the Parish Hall Annexe at 7.30pm.

Prior to the commencement of the meeting there will be a 10-minute Public Forum when members of the public may address or put questions to the Parish Council on any matter connected with the Agenda, or for inclusion on a future Agenda. They are welcome to stay for the remainder of the meeting but can take no further part in proceedings.

AGENDA

1.    Chairman’s Welcome and Housekeeping Arrangements.

2.    Apologies for Absence: To receive and accept apologies where valid reasons for absence have been given to the Parish Clerk prior to the meeting.

3.    Declarations of Interest: To receive Declarations of Interest under the Localism Act 2011 – being any pecuniary or non-pecuniary interest in Agenda items not previously noted on Members’ Register of Interest and any written requests for dispensation.

4.    To approve and accept as a true record the notes of the meeting of the Parish Council held on 20 March 2023 and to authorise the Chairman to sign the official minutes.

5.    Report from County Councillor/District Councillor:
a.    Report if any.
6.    Speed Watch:
a.    To confirm further passive signs have been ordered.

7.    Highways Issues:
a.    Footpath and Verges A153
b.    To request double yellow lines around corners from Ermine Street/Mercia Drive.
8.    Parish Clerk Update:
a.    Update on Annual Parish Meeting.
b.    Update re Copper Hill visit by Senior Planning Enforcement Officer
c.    Update on faulty streetlights outside 121 Ermine Street and Flaminian Way
d.    Confirmation there will be no election for Ancaster Parish Council

10.    Cemetery and Newton Meadow:
a.    Cllrs Hollick/Dr Entwistle – orchard, information boards and plaque

11.    Grass Cutting/Grounds Maintenance:
a.    To confirm change of contractor for cutting round white gates.

12.    Finance:
a.    To resolve to approve and accept Bank Reconciliations, Bank Transfers and Cashbook (already circulated) to 31 March 202  and for Chairman to sign.
b.    To resolve to approve and accept Staff BACS Payments as per the Approval List (already circulated) authorise the Clerk to make the payments and the Chairman to sign.
c.    To resolve to approve and accept other BACS/DD Payments as per the Approval List (already circulated) authorise the Clerk to make the payments and Chairman to sign.
d.    To discuss request for donation from Ancaster Athletic FC
e.    Confirmation both electricity bills are still in credit to 07 April 2023
f.    Confirmation VAT claim has been submitted.

13.    Planning:
a.    Confirmation our comments have been submitted re planning application S23/01476 Casting of new Concrete Base land north of Willoughby Hall.
b.    S23/0057 Approval of details reserved by condition 6 (Accessible Housing and 10(Carbon Emissions)  land north of Wilsford Lane.
c.    S22/2264 Approval of details reserved by condition 14 (materials) land north of Wilsford Lane.


14.    Parish Hall:
a.    Confirmation an EPC is not required for the parish hall.

15.    Report from Councillors:
a.    Cllr Leighton – bus shelter update (if any)

16.    Playing Field:
a.    Report if any.

17.    Training:
a.    None this meeting.

18.    Date of Next Meeting:
a.    To confirm the next meeting 15 May 2023 – Annual Meeting and Parish Council Meeting  at 7.30pm in the Parish Hall Annexe.
