You are hereby summoned to attend the ANNUAL MEETING of ANCASTER, SUDBROOK, AND WEST WILLOUGHBY PARISH COUNCIL to be held on 15 May 2023 in the Parish Hall Annexe at 7.30pm

AGENDA

1.    Election of Chair: To elect the Chair of the Parish Council and to receive the Chair’s Declaration of Office.

2.    Election of Vice-Chair: To elect the Vice-Chair of the Parish Council and to receive the Vice-Chair’s Declaration of Office.

3.    To receive Declarations of Acceptance of Office and Members’ Disclosable Pecuniary and other interests: All Parish Councillors

4.    Election of Finance Officer: To elect Finance Officer to oversee accounts.

5.    Apologies for Absence: To receive and accept apologies for absence where valid reasons have been given prior to the meeting.

6.    To approve and accept as a true record the notes of the meeting of the Parish Council Meeting held on  17 April 2023 and to authorise the Chair to sign the official minutes.

7.    To review and amend Standing Orders (if necessary) already circulated.

8.    To review and amend: Financial Regulations (if necessary) already circulated.

9.    To approve and accept: The Asset Register at 31.03.23 – already circulated.

10.    To approve and adopt the following policies:
•    Code of Conduct 
•    Publication Scheme
•    Complaints Procedure
11.    To approve and accept: The Insurance Policy and resolve to pay the premium.

12.    To elect members to the following Working Parties:
•    Planning
•    Cemetery/Newton Meadow/Grounds Maintenance
•    Finance
•    Parish Hall
•    Highways/Policing/Speed Watch
•    Playing Field

13.    Finance:
a.    To read out, fill in and sign Section 1 – Annual Governance and Accountability Return 2022/2023.
b.    To accept and sign Section 2 – Accounting Statement 2022/2023 of the Annual Governance and Accountability Return 2022/2023.
c.    To accept Statements of Accounts and authorise the Chairman to sign.
To start ordinary Parish Council Meeting:
Prior to the commencement of the meeting there will be a 10-minute Public Forum when members of the public may address or put questions to the Parish Council on any matter connected with the Agenda, or for inclusion on a future Agenda. They are welcome to stay for the remainder of the meeting but can take no further part in proceedings.

19.    Cemetery/Newton Meadow:
a.    To confirm grass cut prior to Annual Parish Meeting and planning of tree.
20.    Grass Cutting/Grounds Maintenance:
a.    To discuss grass cutting for forthcoming season.
b.    To confirm bus shelter will be coated with a wood preservative and the parishioner reimbursed for materials.


21.    Finance:
a.    To resolve to approve and accept Bank Reconciliations, Bank Transfers and Cashbook (already circulated) to 30 April 2023 and for Chair to sign.
b.    To resolve to approve and accept Staff BACS payments as per the Approval List (already circulated) and authorise the Clerk to make the payments and Chair to sign.
c.    To resolve to accept Retrospective Payments made in April 2023.
d.    To resolve to accept BACS/DD Payments as per the Approval List (already circulated) and authorise the Chair to make the payments and Chair to sign.
e.    To confirm VAT Repayment has been received.
f.    To discuss one off payment to ‘Rabbit Man’
g.    To discuss Playing field request for floodlights

22.    Planning:
a.    S23/0264 Planning application for erection of link extension between dwelling and outbuilding. Conversion of outbuilding to form additional accommodation and internal alterations. 47 Ermine Street

23.    Parish Hall:
a.    Update on grants if any.

24.    Report from Councillors:
a.    Update on grants towards Information Board for Community Orchard.
b.    To finalise details for Annual Parish Meeting


25.    Playing Field:
a.    Report if any.

26.    Training:
a.    05.06.23 - Councillor Induction & Refresher – Welbourn village hall 6.00pm-9.00pm

27.    Date of Next Meeting:
a.    To confirm the next meeting as 19 June 2023 at 7.30pm in the parish hall annexe.
